was that he was prostrating himself unnecessarily in front of the Thai royal family and especially the nasty Crown Prince, whom Taksin sees as a shining light for the future. But Taksin is and always has been a royalist, so that was in keeping with his position. As one who wishes to see a republic in Thailand and an end to the corrupt and undemocratic practices of the royalists, I think that Taksin is trying to lead the Red Shirts into a nasty compromise.

Yet the total disregard for truth embodied in the Abhisit government and their semi-fascist PAD allies, means that an interview where Taksin grovels to the Royals can be distorted into “insulting the Monarchy”. The government have tried to block The Times interview transcript and have threatened the Thai media with lese majeste charges if they publish anything about the interview. No doubt this is so that Abhisit and his mates can tell lies without anyone being able to access the original transcript. A bunch of idiots have even made a complaint to the police, demanding that they charge Taksin and me with lese majeste. I am now starting to collect lese majeste accusations like people collect stamps. The only difference is that stamps are sometimes worth something. In the unlikely event that either of us were ever brought to trial in Thailand, the trial would be held in secret to complete the stitch-up. That is how Da Torpedo and Suwicha Takor got long jail sentences.

The Royalists are also frothing at the mouth like mad dogs over Taksin’s friendship with the rather unsavoury Cambodian PM, Hun Sen. What do they expect? The PAD and the Democrats started their anti-Cambodian campaign a few years back when they wanted to whip up ultra nationalist sentiment over an ancient Khmer temple, which clearly belongs to Cambodia. They didn’t give a damn about Cambodia. They just wanted another excuse to attack the Taksin government. No doubt they would love a war with Thailand’s neighbour, so long as none of them or their relatives had to go and die for a bunch of lies.

The present Thai government run by Oxford educated Abhisit and his cronies, and the Thai elite establishment, are instinctive liars and incompetent fools. They would be a joke if they weren’t so vicious and dangerous. That comes as no surprise. But what about the Thai intellectual establishment, the NGOs and the mainstream media? They will remain quite again or froth at the mouth along with their PAD friends. For them, they must believe that the King will live for ever. Therefore we can’t discuss the succession or perhaps a change to a democratic republic. For them we can’t live in peace with Cambodians either. Suriyasai and other PAD extremists think that Thailand is in danger of becoming a colony of Cambodia. What planet do they live on? But there is silence from the supposed educated sectors of Civil Society on this. Perhaps they are all brain-dead?

Don’t judge Thailand by the bunch of crooks that run the country. Don’t judge Thailand by the pseudo intellectuals who inhabit the universities and NGOs. There are millions of decent and principled citizens in the Red Shirt movement. Thailand will only become democratic and civilised if these ordinary folk take political power.

Two people were recently arrested and charged under the computer crimes act for supposedly “spreading rumours which caused the Bangkok stock market to crash”. Democrat Party politicians and rabid PAD supporters see an international web of Red conspiracy under every bed in the land! The PAD’s Manager news agency has even called for my arrest as one of the “master minds”. I would like to see them make a case for my arrest in a British court! It would be a joke only if people weren’t really being arrested and charged inside Thailand under these preposterous charges.

In fact, as we all know, the stock market fall was prompted by real fears about the health of the King, who has been in hospital for a prolonged period. This is a fact, not a rumour. If our parents or grand parents, in their eighties, were admitted to hospital for over a month, we would all wonder whether they would survive. But, as I said to an international news agency recently, the King has every medical resource available to him and is quite capable of surviving for another decade. But we know for a fact that he is frail and in a wheel chair. He failed to make his annual speech last December. Will he miss the event again this year?

Because of the lack of transparency about the Palace and continuous obtuse announcements made about the King’s “improving health”, there were rumours that he was dying. The royalist government have only themselves to blame for these rumours.

No evidence has been found of any such conspiracy or any profit-taking as a result of the crash in the stock market. The people who were arrested were merely posting explanations on various websites about why the stock market had crashed. Yet Panitan Wattanayagorn, ex-Chulalongkorn University academic and government poodle, claimed that the use of the computer crime law in this case was “necessary in order to protect national security”. Korn Chatikavanij, 2006 coup supporter, Oxford PPE graduate and Finance Minister, also justified the arrests “because the accused had posted comments on anti-government websites”. Perish the thought that there should be such things as anti-government websites in the New Order authoritarian climate created under the Premiership of fellow Oxford PPE graduate, Abhisit.

Let us get down to the facts. What the royalist government and the army were really frightened of is not any so-called rumours. They are dead scared about the King dying. This is because for the last half a century these elites have used the King to legitimise every undemocratic act they have ever carried out. The King was also used to justify acts of barbarism like the 6th October 1976 blood bath and executions of government critics under the military dictatorships. The King probably never “ordered” any of these events. But he also never criticised them. He happily accepted his ideological role of propping up the interests of the elites in the face of those who wanted to expand democracy and social justice or modernise society. What will they do after he dies? How will the elites justify their privileges and authoritarian rule? His son or the Queen are hardly likely to be capable of continuing the process of legitimisation. They know that millions of Thais are tired of the Monarchy system because of the 2006 coup. Many say to themselves that they will quietly wait for the old man to die peacefully. But after that they will not want another king. So this deep fear felt by the elites, as they look over the edge of the cliff into the abyss, is what is fuelling their vicious and paranoid attitude.

The Association of South-east Asian Nations (ASEAN) is made up of Thailand, Vietnam, Laos, Cambodia, Burma and Singapore, which all have authoritarian sates. It also includes the semi-democratic Malaysia, along with the Philippines and Indonesia, which are more or less democratic. Would anyone expect a gathering of government leaders from these countries to set up a genuine Human Rights Commission? Apparently, some NGOs from the region did think so. They got snubbed. Not only did the governments decided to appoint the Human Rights Commissioners themselves, they also refused to meet with half the NGO delegates, and allowed only Dr Surichai Wangaeo of Chulalongkorn University to speak on behalf of the NGO delegation. Who is Dr Surichai? He supported the 2006 military coup in Thailand and was an appointee to the military junta’s parliament. The Thai NGO team that was involved in so-called “civil society” discussions also included people who supported the military coup.

The Inaugural Ceremony of the ASEAN Intergovernmental Commission on Human Rights was kicked off by a speech from Abhisit Vejjajiva, head of the present military installed government. Abhisit’s government has presided over some of the most draconian censorship seen in Thailand for 40 years, along with the use of an Internal Security law which curtails the right to peaceful protest. His government has imprisoned political opponents under the lese majeste law and it was also responsible for shooting pro-democracy demonstrators in Bangkok last April. In addition, Abhisit’s Democrat Party has set up a paramilitary Blue Shirt gang to commit acts of violence against government opponents. Yet in his speech, addressed to the King, who wasn’t actually present, he unashamedly said things like: “Human rights is an important component of our people’s lives, and it is important for the people-based community we plan to build.” For the members of civil society, he had this to say: “you should rest assured that you now have a new partner with whom to work.” These lies are no longer shocking, since Abhisit has lied about most of his government policies and about the use of lese majeste.

How could NGO activists go along with all this nonsense? Are they stupid or just plain dishonest opportunists? Or have they been blinded by their lack of politics?

The “lobby NGOs” like to claim that they represent “Civil Society”, despite never being elected by anyone. Some are even against elections and voting. They forget that Civil Society can only increase the democratic space and defend rights if it is organised into mass social movements, which act against authoritarian governments and elite vested interests. Instead of trying to talk to government leaders, it would be better to concentrate energy and resources in building such mass movements or supporting movements which already exist, such as the Red Shirts in Thailand and oppositional movements in other ASEAN countries. Any Human Rights Commission worth its salt must be totally separate and independent from governments and must have the courage to condemn all violations of freedom. The Asian Human Rights Commission in Hong Kong is one good example among many.

After the “collapse of Communism”, much of the NGO movement turned its back on “politics” and the primacy of mass movements and political parties in the 1980s. Instead they embraced “lobby politics” and/or Community Anarchism. Despite the apparent contradiction between lobby politics, which leads NGOs to cooperate with the state, and state-rejecting Community Anarchism, the two go together. This is because they reject any confrontation or competition with the state. Lobbyists cooperate with the state, while Community Anarchists hope to ignore it. They both reject building a big picture political analysis. That is why they can deliberately ignore the fact that most ASEAN countries are run by dictatorships.

Instead of building mass movements or political parties, the NGOs concentrated on single-issue campaigns as part of their attempt to avoid confrontation with the state. They prefer trying to gain invitations to enter the corridors of power, rather than getting rid of elite power. This method of working also dove-tails with grant applications from international funding bodies. It leads to a de-politicisation of the movement.

On Climate Change, the NGOs which met in Bangkok also ignored the fact that governments were unelected. They tried to suck-up to local governments by using a nationalist agenda to blame only the West for Climate Change. This lets local elites off the hook. It also makes alliance-building with movements in the West more difficult. Activists in Europe and the U.S.A. are well aware that Western nations should shoulder the majority of the burden, but the issue is how to tackle the profit-driven market system which destroys the planet and creates great inequalities. ASEAN countries need to invest more in improving the lives of citizens. The rich need to be taxed and military budgets slashed in order to fund such projects. We need modern technology under real democratic control, in order to build solar power station, wind turbines, electrified public transport and efficient housing. On this important point, the NGOs meeting in Thailand were silent, preferring to suggest some kind of de-industrialisation along the lines of the King’s reactionary “Sufficiency Economy”.

The era of NGOs being radical forces in society is long over. For activists who wish to build a better society, the time has come to reassess the past and find a better alternative form of struggle. For those only interested in a career, just stay put and hope the funding doesn’t dry up.

PAD launches "New Party"

The Middle Class Peoples Alliance for Dictatorship (PAD) have launched their new party to fight against future elections. Party Führer, Sonti Limtongkul, said in a newspaper interview that "members of parliament don't have to come from elections, that's not the only way".
His party will defend the Monarchy, until death (not long now). He also boasted that everyone was afraid of him and his party, including the military and the politicians.

People like to say that “history repeats itself, but not in exactly the same way”. In some ways, and not others, the military coup of the 19th September 2006 was a repeat of the bloodbath and coup on 6th October 1976. Circumstances are different, some actors are different and some have changed sides. But there are interesting comparisons to make.

Both the 6th October and the 19th September were actions which destroyed Democracy because the conservative elites felt that “too much Democracy” would lead to “too much equality”. In 1976, students, intellectuals, workers and farmers were talking of socialism, redistribution of wealth and a Welfare State. In 2006, Taksin’s TRT government was providing village funds and had set up a universal health care system. His popularity as a result of these genuine pro-poor policies, threatened the conservatives. In both cases the conservatives claimed that welfare would make people lazy and that pro-poor policies were threatening to destroy the country.

The 19th September coup claimed legitimacy from the King, although it is very unlikely that the King ordered the coup. But following the coup he praised the soldiers. After the Democrats were manoeuvred into power by the Army, there was a regime of draconian censorship. Government opponents were persecuted, killed and put in prison, even though the number of deaths has been small compared to 1976. Events surrounding the 19th September coup coincided with the creation of semi-fascist armed gangs. First we had the PAD’s “guard”. They carried and used guns, knives, bombs and sticks in the streets and attacked Red Shirts and the police with impunity. Then the Democrats and Newin Chitchorp set up the paramilitary “Blue Shirts”. The pro-coup side had their own rabid media, ASTV, which continues to churn out lies about their opponents.

The conservative elites were a loose coalition between the Army, the PAD, conservative civil servants, academics, the Palace and the NGO movement. They agreed on the need for a coup but squabble over their own self-interests. PAD leader Sonti was shot by someone in the Army. The Blue Shirts were set up to counter the PAD. The squabbles continue.

The 6th October 1976 blood bath also claimed legitimacy from the King. The soldiers were too tainted with the Sarit and Tanom dictatorships and were totally lacking in legitimacy as a result of the successful 1973 uprising. So they used the paramilitary Border Patrol Police from Hua Hin, near the King’s palace, instead. These were the armed forces that attacked and killed the students inside Thammasart University. The King and Queen visited the ex-dictator Tanom at Wat Baworniwet, days before the blood bath. Outside the university, on the 6th October, the paramilitary and semi-fascist Village Scouts, Krating Daeng and Nawapon beat, hung and burnt students. The village Scouts were under Royal Patronage, the Krating Daeng were unemployed technical college students organised by the Army and the Nawapon were “the army of number 9”, out of uniform soldiers. It is believed that Chamlong Srimuang had a role in the killings at Thammasart. Later in 1992 he led an uprising against a military dictator. Now he is with the PAD.

The entire conservative elite were united in the need for a bloody crack down in 1976 against the socialists and all those who believed in Democracy. Yet they were divided in factions around key figures in the armed forces and key politicians such as Chartchai Choonhawan in the Chart Thai Party. Violence and intimidation, plus provocations, were organised in the run up to 1976 and three separate groups tried to stage a coup. Only one faction was successful, the one led by Admiral Sangat Chaloryu . The King blessed the new Prime Minister, Tanin Kraiwichien, giving it a Royal hue. His extreme right-wing government, with Samak Sundarawej as Interior Minister, set about using draconian censorship and burning books. By 2006 Samak was in with Taksin and Thai Rak Thai. A year after the 6th October coup, Tanin’s government was overthrown by another coup. The soldiers felt his extremism was counter productive. So much for his Royal credentials!

In 1976, the conservatives had their rabid media: Dao Sayam newspaper and the Tank Corps radio station. They lied that the students had held a play with a mock hanging of the Crown Prince. A photo of the play was reproduced from the Bangkok Post. That paper, conservative as ever, did not refute the false allegation against the students. After the blood bath, the Crown Prince visited the Village Scouts at the Royal Plaza to thank them for their work.

Because no soldier, policeman or government official has ever been punished for the 6th October blood bath, other soldiers and politicians have been able to abuse human rights with impunity. Suchinda Kaprayoon and Surayut Chulanon are guilty of crimes against pro-democracy demonstrators in 1992. Taksin and the 4th Army Chief are guilty of crimes at Takbai. Taksin is also guilty of crimes in the War on Drugs. This war was also supported by Prem Tinsulanon and the King. There are other examples. But by repeating the claim that “no one knows what happened on 6th October”, the mainstream Thai media reinforce the tradition of immunity from human rights abuses. There are no big secrets about what happened in 1976 and the entire ruling elite have blood on their hands. Even the Democrat Party, which was in government at the time, despite being powerless, failed to condemn or even raise any opposition to the blood bath. They were weak and indecisive, as always, but they agreed with the need to “deal with” the students and the Left.

The 6th October 1976 blood bath resulted in a civil war. Thousands joined the Communist Party of Thailand to fight against the elites. Thousands held the Monarchy in contempt. Yet the armed struggle and Maoism was a failure. The 19th September 2006 has stimulated the growth of the pro-Democracy Red Shirts. The Monarchy is once again being seriously questioned. But this time, we have a mass movement in the cities and in the countryside. It is led by ordinary people and is becoming increasingly politicised.

Many Thais, whether they are Royalist Yellow Shirts, or pro-Democracy Red Shirts, are waiting for King Pumipon to die. It may take years. Their feelings will be different, either positive or negative. This is because Pumipon has influenced Thai society for years. But the issue to discuss is whether this influence in created by others or based on his own power?
Most Thais, both Yellow and Red, believe that Pumipon is the most powerful political actor. Many academics like Paul Handley believe this too. But it is not the case. If it were the case that Pumipon was powerful, like an absolute monarch, when he dies there will be a civil war between those who want to become the next King. The Princess’ soldiers will fight the soldiers of the Crown Prince or the Queen. Prem’s soldiers might place Prem on the throne! That is unlikely.
There will be a power struggle and rivalries, but it will be a struggle among the elites, including Thaksin, to see who can use the Monarchy for their own ends. After the 2006 Thaksin lost this battle. Maybe he might return to the fight. Among the Yellow Shirts there will also be such rivalries.
When Pumipon dies, my guess is that the Army and the conservative elites will hold a gigantic and very expensive funeral for him. Resources which ought to go to building welfare and raising wages will be used for this. My guess is the funeral will be at least twice as long as the one recently organised for his sister, which lasted a whole year. Perhaps Pumipon’s funeral will last 5 years. Extensions of other King activities could take the whole thing to ten years! Pictures of the King will increase even more. The reason for this huge funeral will not be in order to satisfy “millions of Thais who will be heart-broken by Pumipon’s death”. Many will be celebrating in private. No, the reason for a huge funeral will be in order to shift the propaganda machine into an even higher gear. The conservative elites will be desperately trying to promote and re-promote the ideology of the Monarchy. Anyone who opposes the Army, or the authoritarian elites who are now in power, anyone who campaigns for Democracy, will be accused of lese majeste and of trying to “overthrow Pumipon”. The fact that he is dead will be of little consequence. While all this is going on, the extremely unpopular and disrespected Crown Prince will be gradually shifted on to the Throne. His equally hated mother, the Queen, will be there too, but both will be under the larger than life picture of Pumipon. We will never be able to forget Pumipon and his so-called “wonderful works”. We will see the Crown Prince, but the words “Pumipon” will be blaring out from loud speakers.
If all this propaganda does not work, there will be the lese majeste law, the contempt of court law, the computer law and the internal security Law. If that does not work, the Army can always shoot pro-Democracy demonstrators.
When the generals staged coups or intervened in politics, they were not following the orders of Pumipon. Pumipon has always been shy, timid, and lacking in courage and character. Pumipon has no leadership qualities. He goes with the flow. When Taksin was Prime Minister, he praised Taksin. When the soldiers staged a coup, he praised them. His speeches use obscure language so that the elites can make their own interpretations and Pumipon does not have to take any responsibility. He is happy that people crawl to him and he is happy accumulating his vast wealth. The Queen and the Crown Prince have a reputation for being tyrants. Maybe that is so, but they have no more real power than Pumipon.
So when the generals decide to do anything, they stage an elaborate play in order to make us think that they are going to the palace to “take orders”. In fact they are there to “tell” the King what they have already decided to do. Pumipon will nod agreement or will be unavailable for an audience, depending on the advice he gets from the Privy Council. The advice is not based on decisions made by Prem, the Privy Council Chairman, it is based on the consensus of those in power in the Army and outside. After Pumipon’s nod of agreement, the generals come out of the palace and announced to the public that they have “taken orders” from the King. That way they can build legitimacy for their actions and fear to oppose them.
When Pumipon dies, the powerful Army will still be there. The tanks and guns will not have disappeared. The raw and repressive power of the conservative elites rests with the Army. But the generals will panic because their sole source of legitimacy will have died. That is why they will extend the funeral as long as possible. When Pumipon dies, the generals will still pretend to go to the palace and “receive orders” from the Queen and the Crown Prince. Occasionally, when it is some minor and rather silly issue, they might be real orders and the generals will follow them just to keep the Royals happy. But on all important matters of policy, they will be merely informing the Royals of their decisions.
If the Crown Prince is hated and despised by Thais, why would the Army promote him to be the next King? If Pumipon is all powerful, why does he not appoint the Princess as his heir to the Throne? The answer is that Pumipon is too cowardly to decide anything. The Army are reluctant to appoint the Princess over the Crown Prince because their false claim that the Monarchy is steeped in “ancient tradition” would collapse by such an appointment. Not only that, changing the succession, because the Prince was unsuitable, would mean that the Monarchy could always be changed and even be abolished.
Do not think for one second that when Pumipon dies, that Thailand will descend into chaos. It is and has been in chaos for the last 3-4 years despite Pumipon. It was in chaos in the mid 1970s. Pumipon is not universally loved by all Thais. Most Thais are Red Shirts. Most Red Shirts tolerate the present King. A few love the King, but most are waiting for him to die. After Pumipon dies most Red Shirts will not tolerate the Crown Prince or his mother, the Queen. The Queen lost popular support after she openly sided with the PAD.
When Pumipon dies, the work of those who want a republic will not be easier. The King’s death will provide opportunities and dangers. The Royalist Yellow Shirts will be more desperate and dangerous. But the legitimacy of their actions can be attacked. Democracy does not fall from a branch like a ripe mango. We have to reach up and pick it and at the same time, reach up and pull down the conservative elites and their entire authoritarian system.

Le jour où Pumibon mourra

Beaucoup de Thaïs, qu'ils soient Chemises jaunes, royalistes, ou Chemises rouges, pro démocratie, attendent la mort du Roi Pumibon. Cela peut prendre des années. Leurs sentiments seront variés, positifs ou négatifs. C'est parce que Pumibon a influencé la société thaïlandaise pendant des années. Taksin, pour voir qui pourra user de la monarchie à ses propres fins. , Taksin a perdu cette bataille en 2006. Peut-être qu'il pourrait retourner au combat. Parmi les Chemises jaunes il y aura aussi de telles rivalités.
Au décès de Pumibon, mon hypothèse est que l'armée et les élites conservatrices lui feront des funérailles gigantesques et très coûteuses. Un détournement des ressources qui auraient dû aller à l'augmentation du bien-être et des salaires. Mon sentiment est que les funérailles dureront au moins deux fois plus longtemps que celles récemment organisées pour sa sœur, qui ont duré toute une année. Peut-être que le rite funéraire (deuil national,…) de Pumibon durera 5 ans? L’extension à d'autres activités royales pourrait porter le tout à dix ans! Le placardage des photos du Roi s’intensifiera plus encore. La raison de ces funérailles imposantes n’est pas pour satisfaire «les millions de Thaïlandais au cœur brisé par la mort Pumibon". Beaucoup vont se réjouir en privé. Non, la raison de ces funérailles démesurées sera de faire passer la machine de propagande à un palier encore plus élevé. Les élites conservatrices seront désespérément tentées de promouvoir et de revaloriser l'idéologie monarchiste. Quiconque s'opposera à l'armée ou aux élites autoritaires qui sont maintenant au pouvoir, quiconque fera campagne en faveur de la démocratie, sera accusé de lèse-majesté et de chercher à "renverser Pumibon". Le fait qu'il sera mort aura peu de conséquence. Parallèlement à tout le décorum, le très impopulaire et méprisé Prince héritier sera progressivement installé sur le Trône. Sa mère, la reine, tout aussi haïe sera là aussi, mais les deux seront placés sous l’image plus grande que nature de Pumibon. Nous ne serons jamais capables d'oublier Pumibon et ses soi-disant «merveilles». Nous allons verrons le Prince héritier, mais le nom de « Pumibon » sera hurlé à tue-tête à partir des haut-parleurs déjà omniprésents.
Si toute cette propagande ne fonctionne pas, on verra la sur-utilisation des lois de lèse-majesté, des lois sur l'outrage à la cour, le droit de l'informatique et la loi de sécurité intérieure. Si cela ne fonctionne pas, l'Armée de terre pourra toujours tirer sur les manifestants pro démocratie.
Quand les généraux ont organisé des coups d'Etat ou sont intervenus dans la politique, ils ne suivaient pas les ordres de Pumibon. Pumibon a toujours été timide et a toujours manqué de courage et de caractère. Pumibon n'a pas de qualités de leadership. Il suit le courant. Lorsque Taksin était Premier ministre, il a fait son éloge. Lorsque l’Armée a monté un coup, il en a fait l'éloge. Ses discours utilisent un langage si obscur que les élites peuvent faire leurs propres interprétations et Pumibon n'a pas à prendre toute responsabilité. Il est heureux quand les gens rampent vers lui et il est heureux de l’accumulation de son immense richesse. La reine et le prince héritier ont la réputation d'être des tyrans. Peut-être que c'est le cas, mais ils n'ont pas plus de pouvoir réel que Pumibon.
Ainsi, lorsque les généraux décident de faire quelque chose, ils mettent en scène une routine élaborée afin de nous faire croire qu'ils vont au palais pour «prendre les ordres ». En fait, ils sont là pour "informer" le roi ce qu'ils ont déjà décidé de faire. Democracy and freedom of expression in Thailand have suffered greatly since the September 2006 military coup. Opponents of the government and the military are being charged with lese majeste (insulting the King). Some are in jail for long periods, just for making statements. Many human rights activists have questioned why Amnesty International refuses to adopt lese majeste prisoners of conscience.

Annegret Meiners, the Laos / Thailand Coordinator for AI, has stated that those who are concerned with lese majeste are all supporters of former Prime Minister Thaksin Shinawatra. According to Ms Meiners, any demands for the abolition of lese majeste and that the Thai King have the same constitutional status as the British or Japanese Monarchs, would pave the way for a return of Thaksin. Ms Meiners is therefore saying that AI supports extra constitutional powers for the Thai King and military coups.

Benjamin Zawacki, South-east Asia researcher for Amnesty International, told ips news that the Thai Monarchy has played an important role in the protection of human rights and therefore needs to be protected. There is absolutely no evidence that the King has ever protected human rights. His support for the blood bath on the 6th October 1976 is an example. He also supported Thaksin’s war on drugs, which killed 3000 people. The Amnesty International office in Thailand is closely associated with Yellow Shirts who have used systematic violence in order to destroy democracy.

Amnesty International has evolved over the years and has long evolved beyond the prisoner aid organization that it once was. It has become a human rights organization, which deals with various kinds of human rights violations, including the use of political prisoners as well, but not always exclusively. Since it is impossible to deal with all human rights violations of this world, Amnesty International can only set strategic priorities that are determined afresh each year, unless a sudden issue is so explosive that must be immediately dealt with.

In Thailand, Amnesty International is concerned at present mainly with the Lao Hmong refugees in the north and the unrest in the south. If Amnesty International is now beset by a number of web pages and letters that are against lese Majesté in Thailand, and they are exclusively Thaksin and UDD supporters, demanding that this law be abolished, the presumption must be that this is an attempt to pressurise Amnesty International in order that these people can have the right to insult the King . The king is the strongest opponent and the biggest obstacle to a return of Thaksin to Thailand. Denigration of the King and demands that the Monarchy bee turned into a constitutional monarchy in the same model as England and Japan - as is demanded again and again - would likely allow a return of Thaksin.

During the reign of Thaksin, Amnesty International recorded the most serious human rights violations in Thailand. About 2500 dead were caused solely by Thaksin's "war on terror" (“drugs”, surely?) A return by Thaksin would be a major human rights disaster.

Amnesty International acknowledges that the lese Majesté law is against freedom of expression and prison sentence is justified under any circumstances (maybe she meant “unjustified”?). But the organization also knows there are other ways to achieve a goal. It does not always have to be public. Above all, Amnesty International can not be orchestrated and used as a tool of those who want to push through a political opinion.

On the 19th September this year, the 3rd anniversary of the military coup that wrecked Thai Democracy, two demonstrations took place. They sum up the two faces of Thailand.

One demonstration, by tens of thousands of Red Shirts in Bangkok, was organised in order to continue the demand for full Democracy. It was a peaceful and friendly demonstration. Yet the military-backed Democrat Party government, headed by Abhisit Vejjajiva, declared a State of Emergency and lined up thousands of police and soldiers to deal with the demonstrators. Previously, back in April, Abhisit had urged soldiers to fire on the Red Shirts. Two people were subsequently killed and 70 injured by government soldiers.

The other demonstration was organised by PAD fascist thugs. The PAD are the Yellow Shirt royalists. The aim of this demonstration was to attack Cambodian villagers living and working at the ancient Kao Prawiharn temple inside Cambodia. Since last year the PAD have been trying to cause a war with Cambodia by whipping up extreme nationalism. The temple was built by the ancient Khmers and clearly belongs to Cambodia, both from a legal and historical point of view. On the 19th September the PAD went to the border armed, as usual, with guns, bombs and clubs. They attacked the police and then a group of local villagers who were opposed to them. Local villagers on both sides of the border have traditionally held joint religious ceremonies together at the temple on this day. This has not happened since the PAD forced the closure of the temple last year.

Teptai Senpong, personal spokesman for Prime Minister Abhisit, earlier stated that there was no reason to declare a State of Emergency in the border area, “as the PAD were defending Thai national interests”. The present Foreign Minister is a PAD supporter who took part in the illegal occupation of the international airports last December. He is famed for being rude about the Cambodian government. Suriyasai Katasila, PAD spokesperson, said that the PAD leadership would not turn its back on Wira Somkwamkit, the PAD leader who headed the violent raid on the border. Naturally, the PAD riot and their extreme nationalism was supported by ASTV. The government will not prosecute the PAD and their leaders for their illegal violence. They never have. At the same time numerous Red Shirts are in jail or face prosecution.

Just like when the PAD took over the airports, they cared little for the impact on local people’s employment and livelihood. They cared little if the sons of poor farmers, conscripted into the Thai army, were to die in any pointless shoot out with their brothers in the Cambodian army.

The progressive, peaceful and democratic face of Thai society is the Red Shirts. The violent, fascist and authoritarian face is the face of the Yellow Shirt conservative royalists who control the state, the Army, the Monarchy, the government and the media. The one thing they do not control is the hearts and minds of most Thai citizens.

Most Thais are waiting for the King to die. But that in itself will solve nothing, despite the fact that his son his universally hated and held in contempt. No real democracy can be built without dismissing the Generals, the Judges, the Privy Council, the Royal Family and the corrupt politicians. Will the Red Shirts be up to this People’s Revolution? Can it be an overwhelming movement of citizens in order to minimise bloodshed? These are the issues on many people’s minds today.

The 19th September coup, three years on

On the 19th September 2006, the Thai army staged a coup toppling the elected government of Taksin Shinawat. Soldiers sported yellow royal ribbons and the military junta claimed that they were staging the coup to protect “Democracy with the King as the Head of State”. They certainly were not protecting Democracy, but most Thais believed that this was indeed a “Royal Coup”. The coup came after mass street demonstrations against the elected government by the royalist and conservative “Peoples Alliance for Democracy” (PAD), where many PAD members and leaders of the so-called Democrat Party had called for the King to sack the elected Prime Minister and appoint another one. Later, the yellow-shirted PAD took on a semi-fascist nature, using extreme nationalism and having its own armed guard. They used violence on the streets of Bangkok.

It was always an exaggeration to claim that “all Thais revere the King” or that “the Monarchy has held the country together for decades”. Statements like that glossed over the level of coercion surrounding public attitudes to the Monarchy, the real deep tensions in society and the serious lack of power, courage and character shown by this King throughout his reign. Never the less, there was a short period of 20 years after the mid 1980s when the Monarchy was very popular. This was more to do with the weakness of any opposition and the level of promotion that the institution received, rather than any “ancient or natural” love for the King among Thais. Yet, it was enough to convince most Thais that Monarchism was deeply embedded in society. The present crisis has shattered all these illusions. Since the coup, the royalists have been promoting the King’s “Sufficiency Economy” ideology, which argues against redistribution of wealth. At the same time, Budget Bureau documents, show that the public purse spent more than 6 billion baht on the Monarchy in 2008, mainly for the Royal Household Bureau (more than 2 billion), royal overseas visits (500 million), Royal Thai Aid-De-Camp Department (over 400 million) and the rest being for security by the police and army. This figure did not include the cost of the new royal plane fleet, which amounted to 3.65 billion baht.

Some commentators, who ought to know better, however, go to great lengths in supporting illusions about the Monarchy. Benjamin Zawacki, South-east Asia researcher for Amnesty International, making a disgraceful comment on an 18 year jail sentence given to a Red Shirt activist for making a speech against the Monarchy, said that “you have an institution here ( the Monarchy) that has played an important role in the protection of human rights in Thailand. We can see why the monarchy needs to be protected” (by lese majeste laws). There is absolutely no evidence that the King has ever protected human rights. In fact, the opposite is true. Just look at what happened on 6th October 1976. The statement is not surprising, however, since the Amnesty International office in Thailand is closely associated with the semi-fascist PAD.

Immediately after the coup in 2006, there was no mass response by the millions of citizens who had repeatedly voted for Taksin’s Thai Rak Thai (TRT) government. But a small group of activists, who called themselves “the 19th September Network Against the Coup” did stage a protest and continued to organise repeated protests. I was one of those people who protested against the coup. But we were not supporters of Taksin’s TRT and were critical of his gross human rights abuses in the South and in the War on Drugs. Since then, the destruction of democracy by the conservative elites has continued relentlessly and has stimulated the growth of a grass-roots pro-democracy movement called the “Red Shirts”. It has long become necessary to take sides. That is why I joined the Red Shirts in November 2008.

After writing a new pro-military Constitution and using the courts to dissolve Taksin’s TRT party, the military junta who staged the 2006 coup, held fresh elections in 2007. This was won by the Peoples’ Power Party (PPP), a new party set up by TRT politicians. Again the election results were ignored. The conservative courts, violent protests by the PAD, including the shutting down of the international airports, plus the behind scenes activity of the army, eventually resulted in an undemocratic government with Democrat Party leader Abhisit Vejjajiva as the Prime Minister in December 2009. Thailand took further steps backwards with the introduction of draconian censorship, the use of lese majeste laws against pro-democracy activists, and the creation by the government, of the armed paramilitary gang called the “Blue Shirts”. The Blue Shirts are thought to be soldiers out of uniform. They are controlled by government politicians such as Newin Chitchorp and Sutep Teuksuban. The reason for the creation of the Blue Shirts is that PAD is beyond control of the government and hence there are attempts to limit its power. Never the less, the Foreign Minister is a PAD supporter and he took part in the illegal airport occupation.

The Red Shirts have continued to evolve. Mass meetings of ordinary people, numbering hundreds of thousands, were held in sports stadiums in Bangkok. The movement was initially built by former TRT politicians, but it quickly evolved into a grass-roots movement with branches in most communities throughout the country and even abroad. There are local educational groups, community radio stations and websites.

In April 2009, for the fourth time in forty years, troops opened fire on pro-democracy demonstrators in Bangkok. Some months later, a tape recording of a cabinet meeting was leaked to the public. Prime Minister Abhistit was caught on tape urging the military to create a situation in which they could shoot the Red Shirt protestors. Each time the army have shot unarmed protestors in Thailand, the aim has been the same: to protect the interests of the conservative elites who have run the country for the past 70 years. This time, the protestors were Red Shirts, and at least two people died and hundreds more were injured, some seriously. Since then, Abhisit’s military backed government has repeatedly used “internal security” as an excuse to prevent legitimate street protests. They have declared what amounts to “Martial Law” in Bangkok over the next few days.

Taksin’s Thai Rak Thai Party was modernising and this is why the conservatives hated it. For the first time in decades, a party gained mass support from the poor because it believed that the poor were not a burden. They argued that the poor should be “stake-holders” rather than surfs. These “populist” policies were developed after the 1997 Asian economic crisis and were a result of widespread consultations in society. This was no Socialist party, but a party of big business committed to free-market policies at a Macro and Global level, and Keynesian policies at village or grass-roots level. When the party came to power in 2001, the banks had stopped lending and there was an urgent need to stimulate the economy. It represented the modernising interests of an important faction of the capitalist class.

The major forces behind the 19th September coup were anti-democratic groups in the military and civilian elite, disgruntled business leaders, middle class reactionaries and neo-liberal intellectuals and politicians. The coup was also supported by the Monarchy and the majority of the NGO movement. What all these groups had in common was contempt for the poor. For the neo-liberals, “too much democracy” gave “too much” power to the poor electorate and encouraged governments to “over-spend” on welfare. The intellectuals and NGO activists believed that Thailand was divided between the “enlightened middle-classes who understood democracy” and the “ignorant rural and urban poor” who were trapped in a “patron-client system”. There was a belief that Taksin cheated in elections, mainly by “tricking or buying the ignorant rural poor”. This was a convenient justification for ignoring the wishes of 16 million people. There was no evidence for any serious electoral fraud which would have changed the clear majority which TRT gained in many elections.

Taksin has often been wrongly accused of being against the Monarchy. In fact he is a royalist. He opposes people like myself who are republicans. His government promoted the King’s 60 anniversary celebrations and started the North Korean-style “Yellow Shirt Mania”. But Taksin lost out to the conservatives in his attempt to use the Monarchy for his own legitimacy.

Taksin is also accused of corruption. His sale of Shin Corp shares, without paying tax, was certainly “moral corruption”, but quite legal. The military and the courts have had 3 years to come up with evidence of his corruption, but have only managed to convict him on a technicality in one instance. Perhaps a thorough-going anti-corruption campaign might unearth widespread corruption among all the elites, especially the military and the conservatives and even those involved in the King’s “Sufficiency Economy” programme?

Much damage has been done to Thai society by the conservative elites and the coup. They may manage to cling on to their power and wealth for some time, but millions of pro-democracy Thais are no longer willing to compromise and accept anything less than real democracy where the army and the monarchy are kept out of politics. Many, like myself, would now like to see a republic and a whole-sale dismissal of the top generals and judges. The King will die soon and his son is universally hated and despised. But the elites, whose real power lies in the hands of the army, will still try desperately to promote and use the Monarchy for their own ends. We can only hope that their dreams will soon crumble to dust.

Plus tard, le mouvement des chemises jaunes du PAD a prit un caractère semi-fasciste, en utilisant le nationalisme extrême et en ayant ses propres gardes armés. Ils ont utilisé la violence de rue à Bangkok.

Pourtant, il a suffi à convaincre la plupart des Thaïs que le monarchisme était profondément ancré dans la société. La crise actuelle a brisé toutes ces illusions. Depuis le putsch, les royalistes ont fait la promotion de l'idéologie "d'économie de suffisance" du Roi, ce qui plaide contre la redistribution des richesses. Benjamin Zawacki, chercheur d'Amnesty International pour l'Asie du Sud-Est, faisant un commentaire honteux à propos des 18 années d'emprisonnement auquel une militante chemise rouge a été condamnée pour avoir fait un discours contre la monarchie, a déclaré que "vous avez une institution ici (la monarchie) qui a joué un rôle important dans la protection des droits de l'homme en Thaïlande. Nous pouvons comprendre pourquoi la monarchie a besoin d'être protégée" (par les lois de lèse-majesté). Il n'y a absolument aucune preuve que le roi a toujours protégé les droits de l'homme. En fait, c'est le contraire qui est vrai. Il suffit de regarder ce qui s'est passé le 6 octobre 1976. La déclaration n'est pas surprenante, toutefois, puisque le bureau d'Amnesty International en Thaïlande est étroitement associé aux semi-fascistes du PAD.

Immédiatement après le coup d'état en 2006, il n'y a eu aucune réaction de la masse des millions de citoyens qui avaient voté à plusieurs reprises pour le gouvernement du Thai Rak Thai (TRT) de Taksin. Mais un petit groupe de militants, qui se nommaient
ซle réseau du 19 septembre contre le coup" organisa une protestation et a continué faire des manifestations répétées. Je faisais partie de ces gens qui ont protesté contre le coup d'état. Mais nous n'étions pas partisans du TRT de Taksin et étions critiques vis à vis de ses violations flagrantes des droits de l'homme dans le Sud et lors de la guerre contre la drogue. Depuis lors, la destruction de la démocratie par les élites conservatrices ont continué sans relâche et ont stimulés la croissance d'un mouvement populaire pro-démocratique appelé les ซChemises Rougesป. Il est depuis longtemps devenu nécessaire de prendre parti. C'est pourquoi j'ai rejoint les Chemises Rouges en novembre 2008.

Après avoir écrit une nouvelle constitution pro-militaire et utilisé les tribunaux pour dissoudre le parti TRT de Taksin, la junte militaire qui avait fait le coup d'état de 2006, a organisé de nouvelles élections en 2007. Elles ont été remporté par le Parti du Pouvoir du Peuple (PPP), un nouveau parti créé par des politiciens de l'ancien TRT. Encore une fois les résultats des élections ont été ignorés. Les tribunaux conservateurs, les violentes manifestations par le PAD qui ont abouties à la fermeture des aéroports internationaux, ainsi que l'activité occulte de l'armée, ont finalement conduit au gouvernement non démocratique du chef du Parti Démocrate Abhisit Vejjajiva nommé premier ministre en décembre 2009. La Thaïlande a fait plusieurs pas supplémentaires en arrière avec les nouvelles mesures rétrogrades que sont l'introduction de la censure draconienne, l'utilisation des lois de lèse-majesté contre des militants pro-démocratie, et la création par le gouvernement, du groupe paramilitaire armé appelé "Chemises Bleues". Ces dernières sont supposé être composées de soldats en civil. Elles sont contrôlées par des hommes politiques gouvernementaux comme Newin Chitchorp et Sutep Teuksuban. La raison de la création des chemises bleues, c'est que le PAD échappe au contrôle du gouvernement et qu'il y a donc des tentatives pour limiter son pouvoir. Néanmoins, le ministre des affaires étrangères est un partisan du PAD qui a pris part à l'occupation illégale des aéroports. Les Chemises Rouges ont continué à évoluer. Des réunions de masse de centaines de milliers de gens ordinaires ont eu lieu dans un stade à Bangkok. Le mouvement a été initialement bâti par d'anciens politiciens TRT, mais il est rapidement devenu un mouvement populaire avec des représentants dans la plupart des communautés à travers le pays et même à l'étranger. Ils ont des groupes locaux d'informations, des radios communautaires et des sites web.

En avril 2009, pour la quatrième fois en quarante ans, les troupes ont ouvert le feu sur des manifestants pro-démocratie à Bangkok. Quelques mois plus tard, un enregistrement d'une réunion du cabinet a été divulgué au public. Le premier ministre Abhistit avait été filmé exhortant les militaires à créer une situation dans laquelle ils pourraient tirer sur les manifestants chemise rouge. Chaque fois que les soldats ont tiré sur des manifestants désarmés en Thaïlande, l'objectif a été le même: protéger les intérêts des élites conservatrices qui ont géré le pays pendant les 70 dernières années. Cette fois, les chemises des protestataires étaient rouges et au moins deux personnes sont mortes tandis que des centaines d'autres ont été blessés, certaines grièvement. Depuis lors, le gouvernement d'Abhisit soutenu par l'armée a utilisé à plusieurs reprises la "sécurité intérieure" comme excuse pour empêcher des manifestations légitimes de rue. Il a déclaré à Bangkok ce qui équivaut à "la loi martiale" pour les prochains jours. Le parti Thai Rak Thai de Taksin a été moderniste et c'est pourquoi les conservateurs le détestait. Pour la première fois depuis des décennies, un parti avait obtenu le soutien massif des pauvres parce qu'il croyait que les pauvres n'étaient pas un fardeau. Ils ont fait valoir que les pauvres devraient être des
ซparties prenantesป plutôt que des serfs. Ces politiques "populistes" ont été élaborées après la crise économique asiatique de 1997 et étaient le résultat de larges consultations dans la société. Ce n'était pas un parti socialiste, mais un parti de gros hommes d'affaires engagés dans un programme massif et global de libre-entreprise et des politiques keynésiennes au niveau local pour les villages. Lorsque le parti est arrivé au pouvoir en 2001, les banques avaient cessé de prêter et il y avait un besoin urgent de stimuler l'économie. Il a représenté les intérêts modernisateurs d'une faction importante de la classe capitaliste. Les principales forces derrière le coup d'état du 19 septembre étaient composées de groupes anti-démocratiques de l'élite militaire et civile, de chefs d'entreprises mécontents, de réactionnaires de la classe moyenne, de néo-intellectuels libéraux et de politiciens. Le coup d'état a également été soutenu par la monarchie et par la majorité du mouvement des ONG. Ce que tous ces groupes avaient en commun était le mépris pour les pauvres. Pour les néo-libéraux, "trop de démocratie" a donné "trop" de pouvoir à l'électorat pauvre et a encouragé les gouvernements à "trop dépenser" pour l'aide sociale. Les intellectuels et les militants des ONG pensent que la Thaïlande était divisée entre les "classes moyennes éclairée qui comprenaient la démocratie" et "les pauvres ruraux et urbains ignorants" qui étaient pris au piège par un "système patron client". Il disaient que Taksin avait triché aux élections, principalement en "incitant ou en achetant les pauvres ignorants du monde rural". Il s'agissait d'une justification commode pour ignorer les souhaits de 16 millions de personnes. Il n'y avait aucune preuve de fraude électorale sérieuse qui aurait changé la majorité claire que le TRT avait acquise dans de nombreuses élections. Taksin a souvent été accusé à tort d'être contre la monarchie. En fait, c'est un royaliste. Il s'oppose à des gens comme moi qui sommes républicains. Son gouvernement a favorisé les célébrations du 60eme anniversaire du roi et a commencé la "mania chemise jaune" de style nord-coréen. Mais Taksin a perdu face aux conservateurs dans sa tentative d'utiliser la monarchie pour sa propre légitimité. Taksin est également accusé de corruption. Sa vente d'actions de Shin Corp, sans payer d'impôt, est certainement une "corruption morale", mais tout à fait légale. Les militaires et les tribunaux ont eu 3 ans pour trouver des preuves de sa corruption, mais ont seulement réussi à le déclarer coupable pour un détail technique dans un seul cas. Peut-être qu'une campagne complète contre la corruption pourrait déterrer la corruption répandue parmi toutes les élites, surtout chez les militaires, les conservateurs et même ceux qui participent à un programme "d'économie de suffisance du roi"? Beaucoup de dégâts ont été causés à la société thaïlandaise par les élites conservatrices et le coup d'état. Ils peuvent parvenir à s'accrocher à leur pouvoir et à leur richesse pendant un certain temps, mais des millions de Thaïlandais pro-démocratie ne sont plus prêts à faire des compromis et n'accepteront rien de moins qu'une véritable démocratie où l'armée et la monarchie seront tenus à l'écart de la politique. Beaucoup, comme moi, souhaite maintenant voir une république et un licenciement complet des principaux généraux et des juges. Le Roi va bientôt mourir et son fils est universellement détesté et méprisé. Mais les élites, dont le pouvoir réel est entre les mains de l'armée, vont encore tenter désespérément de promouvoir et d'utiliser la monarchie pour leurs propres fins. Nous ne pouvons qu'espérer que leur rêve va bientôt tomber en poussière.

ในฐานะที่ผมสนับสนุนแนว “ปฏิวัติอำนาจอำมาตย์” ซึ่งเป็นแนวทางเลือกหนึ่งในขบวนการเสื้อแดง ผมอยากจะอธิบายเหตุผลและอธิบายว่าการปฏิวัติที่ว่านี้คืออะไร เพราะขบวนการเสื้อแดงถึงจุดหัวเลี้ยวหัวต่อที่เราทุกคนต้องร่วมกันคิด ร่วมกันถกเถียงระหว่าง “แนวปฏิวัติ” กับ “แนวปฏิรูป”

ลักษณะของอำนาจอำมาตย์
อำนาจอำมาตย์เป็นอำนาจในเชิง “ระบบ” ไม่ได้อยู่ที่ตัวบุคคล และไม่ได้อยู่ที่สถาบันเดียวในสังคมไทย มันเป็นอำนาจที่ใช้ผ่านการควบคุม “รัฐ” ซึ่งรัฐในที่นี้มันใหญ่กว่าแค่รัฐบาล ในกรณี “รัฐอำมาตย์” มันประกอบไปด้วย ทหาร(ชั้นสูง) ตำรวจ(ชั้นสูง) ศาล ข้าราชการ(ชั้นสูง) นักการเมืองและนายทุนอนุรักษ์นิยม องค์มนตรีและประมุข และกลุ่มคนเหล่านี้ มีอิทธิพลในการคุมทรัพยากร สื่อ องค์กรศาสนา และระบบการศึกษาอีกด้วย

รัฐอำมาตย์ไทยมีศูนย์กลางอำนาจที่กองทัพ เพราะกองทัพผูกขาดอำนาจในการใช้ความรุนแรงกับประชาชนที่รักประชาธิปไตย แต่อำมาตย์ทุกรูปแบบทั่วโลกต้องอาศัยการกล่อมเกลาทางความคิดเพื่อหวังสร้างความชอบธรรม พูดง่ายๆ อำนาจของอำมาตย์ขึ้นอยู่กับการปราบและการชักชวนพอๆ กัน

สถาบันเบื้องบนมีบทบาทหลักในการกล่อมเกลา ดังนั้นอำมาตย์ตั้งแต่สมัยจอมพลสฤษดิ์ จะใช้ “ชาติศาสนาพระมหากษัตริย์” เป็นคำขวัญ และจะกล่อมเกลาให้เราคิดว่าใครที่ไม่จงรักภัคดีเป็น “ศัตรูของชาติ” แต่แท้ที่จริงการจงรักภัคดีที่ว่านี้มันเป็นการจงรักภัคดีต่ออำมาตย์ทั้งหมด ไม่ใช่แค่สถาบันเดียว ที่สำคัญทหารและส่วนอื่นๆ ของอำมาตย์อาจสร้างภาพเสมอว่า “ไปรับคำสั่งมาจากเบื้องบน” แต่ที่จริงมันเป็นละครที่เล่นให้เราดู อำนาจในการตัดสินใจอะไรๆ อยู่ที่พวกนายพลและส่วนอื่นๆ ของอำมาตย์ แต่เขาเชิดชูสถาบันเพื่อให้ความชอบธรรมกับสิ่งที่เขาเองเลือกทำเพื่อผลประโยชน์ของเขาเอง ซึ่งไม่ต่างจากการที่คนในสังคมอื่นๆ อ้างศาสนาเพื่อให้ความชอบธรรมกับสิ่งที่ตนเองทำ คนที่ใครๆคิดว่าเป็น “ตัวละครเอก” และผู้ที่อยู่ในครอบครัวทุกคนเกือบจะไม่มีอำนาจอะไรเลย และแถมไม่มีความคิดยาวไกล ไม่มีข้อเสนออะไรที่สร้างสรรค์ และไม่มีความกล้าหาญในการนำ ได้แต่ยอมให้คนชม ยอมให้คนหมอบกราบเพราะพึงพอใจในการร่วมกินกับอำมาตย์ ซึ่งแปลว่าการที่บุคคลคนหนึ่งจะหายไปในที่สุดตามธรรมชาติของชีวิตมนุษย์ จะไม่ทำให้อำมาตย์หมดไป และมันแปลว่าถ้าเราจะล้มอำมาตย์ เราต้องตัดกำลังและอำนาจของทหารเป็นสำคัญ

การล้มอำมาตย์เป็นเรื่องใหญ่ ไม่ใช่เกมส์เด็กเล่น และไม่ใช่ความเพ้อฝัน ที่อื่นเขาก็ทำได้ แต่ถ้าเราเลือกที่จะปล่อยไว้เพื่อหวังหาทางสันติ มันไม่มีหลักประกันว่าเราจะได้ประชาธิปไตยแท้มา และไม่มีหลักประกันว่าเขาจะไม่ปราบเราด้วยความรุนแรง อย่าลืมว่าอำมาตย์ก่อเหตุนองเลือดสี่ครั้ง คือ ๑๔ ตุลา ๖ตุลา พฤษภา๓๕ และเมษา๕๒ ทั้งๆที่ผู้ชุมนุมล้วนแต่ปราศจากอาวุธ และในหลายกรณียังชูรูปกษัตริย์อีกด้วย

ใครที่หวังว่าเรารอการเลือกตั้งครั้งหน้าได้ เป็นคนที่ลืมว่าอำมาตย์ล้มรัฐบาลที่มาจากการเลือกตั้งสามครั้ง ด้วยรัฐประหาร ๑๙ กันยา ด้วยรัฐประหารตุลาการ และด้วยการก่อจลาจลและซื้อตัวคนอย่างเนวิน เขาจะไม่ยอมรับกติกาประชาธิปไตย มันชัดเจนมานาน

การปฏิวัติหมายถึงอะไร?
มันแล้วแต่คนจะตีความ แต่สำหรับผม มันมีสองส่วนที่สำคัญพอๆ กันคือ
1. สิ่งที่เราจะทำหลังจากที่ยึดอำนาจทางการเมืองมาได้ คือต้องยกเลิกส่วนต่างๆ ของอำมาตย์ แปลว่าต้องตัดกำลังและอำนาจของทหาร ต้องปลดนายพลระดับสูงที่ไม่รักประชาธิปไตยออกให้หมด ต้องเอาอิทธิพลกองทัพออกจากสื่อ และต้องตัดงบประมาณทหารอย่างหนัก เราจะเอาเงินส่วนนี้ไปพัฒนารัฐสวัสดิการได้ และควรนำความเชี่ยวชาญของนายทหารธรรมดาระดับล่างๆ มาช่วยสังคม เช่นกู้ภัยและพัฒนาสาธารณูปโภค เราจะต้องปลดศาลตุลาการที่รับใช้อำมาตย์และมีสองมาตรฐานออกให้หมด นำนักกฎหมายและประชาชนที่รักประชาธิปไตยเข้ามาแทน พร้อมมีระบบลูกขุน เราจะต้องเอาสื่อออกจากมืออำมาตย์และตั้งกรรมการบริหารจากประชาชนรากหญ้า เราจะต้องปฏิรูปชีวิตตำรวจ เพื่อตัดวัฒนธรรมคอร์รับชั่นออกไป เพื่อให้ตำรวจมีศักดิ์ศรีและรับใช้ดูแลประชาชน เราจะต้องเปลี่ยนระบบการปกครองมาเป็นประชาธิปไตยคล้ายฝรั่งเศส อินเดีย ไต้หวัน หรือเยอรมัน แทนที่จะหวังว่าเป็นแบบอังกฤษหรือญี่ปุ่น ทั้งนี้เพื่อไม่ให้มีอะไรที่จะถูกแอบอ้างมาเพื่อทำความเลวในอนาคต เหมือนที่เคยแอบอ้างมาในอดีต และเพื่อให้พลเมืองทุกคนเท่าเทียมกันจริงๆ และที่สำคัญเพื่อประหยัดเงินและนำมาใช้สร้างรัฐสวัสดิการ สรุปแล้วการปฏิวัติมีหนึ่งความหมายในด้านผล คือการเปลี่ยนโครงสร้างสังคมการเมืองแบบถอนรากถอนโคน

2. เมื่อเราต้องเปลี่ยนสังคมแบบถอนรากถอนโคน เราต้องพูดถึงอำนาจและวิธีการในการเปลี่ยนสังคม ซึ่งแน่นอนคงไม่ใช่แค่รอวันเลือกตั้งเพื่อให้เขาทำรัฐประหารอีก หรือไปเดินขบวนเฉยๆ เพื่อให้เขาปราบอีก และในความเห็นผม เราไม่ควรเดินแนวจับอาวุธ เพราะการจับอาวุธเหมือนที่พรรคคอมมิวนิสต์ไทยเคยทำ เป็นการตัดบทบาทมวลชนเสื้อแดงล้านๆ คนออกไป เพื่อยกหน้าที่ในการปลดแอกประชาชนให้กับกองกำลังไม่กี่หมื่นคน และเป็นการลดทอนพลังความสร้างสรรค์และเสรีภาพในการถกเถียงของคนเสื้อแดงอีกด้วย เพราะต้องปิดลับสั่งการจากบนลงล่าง ดังนั้นเราต้องเดินหน้าต่อไปในการสร้างขบวนการเสื้อแดง เราต้องขยายไปสู่สหภาพแรงงานเพื่อใช้พลังการนัดหยุดงาน เราต้องสร้างมิตรภาพกับตำรวจและทหารชั้นล่างที่เป็นลูกหลานพี่น้องเรา เราต้องสร้างพรรคเพื่อประกาศจุดยืนที่จะล้มอำมาตย์และร่างรัฐธรรมนูญใหม่ และเราต้องฝึกฝนการใช้มวลชนเพื่อบล็อคการเอารถถังหรือทหารออกมาในการปราบประชาชน นอกจากนี้เราต้องเริ่มสร้างหน่ออ่อนของรัฐใหม่ที่เราต้องการคือ ในชุมชนที่เราเข้มแข็งต้องสร้างระบบบริหารของเราเพื่อแข่งกับระบบบริหารของอำมาตย์ ต้องมีสื่อของเรา ต้องทำให้เป็น “เขตปลอดอำมาตย์” และต้องประสานกันระหว่างชุมชนแบบนี้ทั่วประเทศ เป้าหมายคือการท้าทายอำนาจรัฐอำมาตย์ในทุกรูปแบบ เราต้องสร้างองค์กรของคนเสื้อแดงเพื่อช่วยเหลือให้สวัสดิการและความรู้ให้กับประชาชน ซึ่งจะช่วยในการครองใจมวลชนและเตรียมตัวยึดอำนาจ ตัวอย่างที่ดีคือพรรค ฮามาส หรือเฮสโบลาในตะวันออกกลาง เพียงแต่เราจะไม่ใช้ลัทธิศาสนา ที่สำคัญมากๆ เราต้องกล้าซื่อสัตย์ ยอมรับข้อผิดพลาดในอดีตและปัจจุบัน ไม่เล่นพรรคเล่นพวกโดยไร้เหตุผล และรู้จักสามัคคีกับคนที่รักประชาธิปไตยที่มองต่างมุมกับเรา เพื่อให้มวลชนไว้ใจเรา ในที่สุดเมื่อเราพร้อม เราจะลุกฮือทั่วประเทศและยึดสถานที่ราชการต่างๆ พร้อมตัดกำลังของกองทัพ
คำถาม
มันจะนำไปสู่สงครามกลางเมืองไหม?... ไม่ เพราะสงครามกลางเมืองเรามีอยู่แล้วทุกวันนี้

มันจะนำไปสู่การนองเลือดไหม? ... นั้นขึ้นอยู่กับอำมาตย์ ไม่ได้ขึ้นอยู่กับเรา เพราะเราไม่ใช่ผู้ก่อความรุนแรง ถ้าเรามีมวลชนจำนวนมาก ทหารชั้นล่างจะเลิกฟังผู้บังคับบัญชา และเราจะลดความเสี่ยงได้บ้าง แต่เราก็ควรเตรียมพร้อมที่จะโต้ตอบความรุนแรง ด้วยวิธีที่เรารู้จักจาก พฤษภา ๓๕ หรือ ๑๔ ตุลา หรือจากการต่อสู้ของประชาชนใน อิหร่าน จีน เวนเนสเวลา ฟิลิปปินส์ และประเทศอื่นๆ อีกมากมาย

เรามีหลักประกันอะไรว่าจะชนะ? ... ไม่มี นี่คือโลกจริง แต่การปฏิรูปประนีประนอมจะไม่มีวันรื้อถอนอำนาจอำมาตย์ได้ เราจะได้แต่ “ทนอยู่กับมัน” และ “อาศัยความเมตตาของอำมาตย์”

มันจะใช้เวลานานไหม? ... คงจะใช้ เพราะเราต้องเตรียมตัว แต่การประนีประนอมจะใช้เวลานานกว่าอีก เพราะต้องไปเริ่มจากสูญใหม่ในอนาคตเพราะเราจะไม่ได้ประชาธิปไตยแท้

เราจะปฏิวัติล้มระบบทุนนิยมด้วยหรือไม่? ... ผมเป็นนักสังคมนิยมและมองว่าระบบกลไกตลาดของทุนนิยมมีปัญหา เพราะทำลายชีวิตประชาชนท่ามกลางการขูดรีด ทำลายสิ่งแวดล้อม และนำระบบเศรษฐกิจสู่วิกฤตเป็นประจำ ผมมีความหวังว่าท่ามกลางการต่อสู้ คนเสื้อแดงจะเริ่มมองว่าสังคมนิยมเป็นเป้าหมายที่ดีเหมือนผม และเราจะได้ร่วมกันวางแผนเศรษฐกิจใหม่ที่ตอบสนองความต้องการของประชาชน สังคมนิยมที่ผมชื่นชมจะมีประชาธิปไตยและจะต่างจากเผด็จการคอมมิวนิสต์ในลาว คิวบา เกาหลีเหนือ หรือแบบที่เคยมีในจีนหรือรัสเซีย และมันจะก้าวหน้ากว่าสังคมนิยมประชาธิปไตยที่ยอมรับทุนนิยม อย่างที่เห็นในสแกนดิเนเวียด้วย อย่างไรก็ตามคนเสื้อแดงหลายคนอาจยังไม่เป็นนักสังคมนิยม แต่เราจะสามัคคีและเดินหน้าร่วมกันเพื่อปฏิวัติอำมาตย์

กลุ่ม “สยามแดง” คืออะไร? ... ผมไม่ทราบเพราะผมไม่ได้มีส่วนในการก่อตั้งกลุ่มที่มีชื่อแบบนี้ ผมเพียงแต่เขียนและเผยแพร่ “แถลงการณ์สยามแดง” เพื่อส่งเสริมประชาธิปไตยแท้และระบบสาธารณะรัฐ ผมใช้คำว่า “สยาม” ในแถลงการณ์เพื่อต่อต้านแนวคิดชาตินิยม “ไทย” ที่กดขี่เพื่อนๆ เชื้อชาติอื่น โดยเฉพาะเพื่อนชาวมาเลย์มุสลิมในสามจังหวัดภาคใต้ และผมใช้ “แดง” เพราะผมเป็นเสื้อแดง และเป็นสังคมนิยม

ผมหวังว่าผมได้อธิบายจุดยืน “ปฏิวัติ” ของผมให้ท่านเข้าใจในฐานะที่ผมเป็นคนเสื้อแดงคนหนึ่ง ผมอยากชวนให้ท่านร่วมปฏิวัติด้วย เราต้องมีพรรค มีกลุ่มศึกษา ต้องถกเถียงเพื่อความชัดเจน ต้องร่วมกันนำจากรากหญ้า เพราะถ้าเราร่วมกันนำจากรากหญ้า เราจะพลิกวัฒนธรรมการเป็น “ผู้ตามที่ฟังแต่ผู้นำ” ที่อำมาตย์ชื่นชมมานาน ผมยอมรับว่าสิ่งที่ผมเสนอ มันเขียนง่าย โดยเฉพาะในกรณีที่ไม่อยู่ในประเทศ ดังนั้นเพื่อนๆ เสื้อแดงต้องตัดสินใจเอง ทุกคนมีสิทธิ์กลัว ทุกคนมีสิทธิ์มองต่างมุม แต่เราไม่มีสิทธิ์ที่จะไม่คิดอีกแล้ว คำถามที่เราต้องตอบคือ เราจะทำงานหนัก เราจะเสียสละ เราจะเสี่ยงภัย เพื่อชัยชนะอันยิ่งใหญ่และงดงามของประชาชน หรือจะยอมจำนน ประนีประนอมไปก่อน และอดทนกับการปกครองเผด็จการต่อไปอีกนาน?

L’affaire Da Torpédo replonge la Thaïlande dans l'Age des Ténèbres.
Il est temps pour les Chemises rouges de clarifier leur façon de lutter.

Le mois dernier Daranee Charnchoengsilpakul ("Da Torpedo») a été condamnée à 18 ans de prison pour "crime de lèse-majesté" après un procès tenu en secret à Bangkok. Ceci est juste un autre exemple de la façon dont la Thaïlande en vient rapidement à ressembler à des pays autoritaires comme la Corée du Nord. L’utilisation de la loi sur la sécurité intérieure pour empêcher des manifestations pacifiques des Chemises rouges pro-démocratie et la façon dont le Premier ministre non élu, Abhisit, a exhorté l'armée à tuer des manifestants en avril de cette année sont d'autres exemples. Ce qui est aussi choquant, c'est la manière dont il y a eu un silence complet des soi-disant «militants des droits de l’homme » ou des ONG et des universitaires sur ce qui se passe en Thaïlande. Ceci ne peut être décrit que comme une situation honteuse. La politique à long terme d'Amnesty International de tourner le dos aux détenus de conscience thaïlandais, emprisonnés pour lèse-majesté, est aussi épouvantable. Elle remet en question le rôle de cette organisation
Da Torpedo n’a jamais commis un acte de violence. Elle n'a jamais tué personne ni détruit de biens de quiconque. Elle est une militante pro-démocratie qui a fait des discours en public. Elle a été emprisonnée pour 18 ans pour avoir fait ces discours. En Thaïlande, les officiers de l'armée et des fonctionnaires de l'Etat qui commettent des crimes violents contre les gens sont libres de jouir du pouvoir et des privilèges. Le pire des crimes aux yeux des élites thaïlandaises au pouvoir, est de penser pour soi-même et d'exprimer ses pensées. C'est pourquoi Da est en prison. C'est pourquoi Suwicha Takor et d'autres sont en prison pour crime de lèse-majesté.
Les élites thaïlandaises veulent que nous soyons des imbéciles. Ils veulent que nous fassions ce qui nous est dit et que nous soyons fidèles à la Nation, à la Religion et au Roi. Lorsque le leader éternue, nous devons tous éternuer. S’il porte une chemise rose, nous devons tous en porter une aussi. Nous devons tous croire qu'il a inventé tout ce qui est de valeur dans le pays. Les élites veulent nous faire ramper sur le sol devant eux comme si nous n’étions pas humains. Nous devons sourire comme des idiots et chanter à l'unisson que nous "aimons notre roi et la patrie". Le problème dans la société thaïlandaise a toujours été que les dirigeants sont corrompus, brutaux et barbares, tandis que le people est généralement bon. Pourtant, "Ils" revendiquent le droit de nous faire la leçon et de nous intimer d’être bon.
La démocratie ne pousse pas sur les arbres ou ni ne nous tombent dans les mains comme un fruit mûr. Nous devons tous nous battre pour elle et ce doit être une lutte collective. Cela signifie que nous ne devons jamais oublier Da Torpedo, Suwicha, ni aucun autre prisonnier d'opinion dans les prisons thaïlandaises. Nous devons faire campagne pour l'abolition de la loi de lèse-majesté.

Le différend entre les dirigeants des Chemises rouges.

L'actuel différend entre les dirigeants des Chemises rouges n'est pas un problème. C'est une occasion pour des millions de chemises rouges pro-démocratie de participer à un débat extrêmement important. Nous devons avoir ce débat ouvertement, tout en essayant de maintenir une certaine unité sur les questions spécifiques au sein du mouvement des Chemises rouges dans son ensemble. Un mouvement pour la démocratie, de par sa nature même, va être riche en débats et en arguments. L’objet du débat est la voie à suivre pour la démocratie. Ce n'est ni avant tout l’objet d’un gain personnel ni d’une démonstration de bravoure, même si cela pourrait en tenter parmi les Chemises rouges ; ce ne sont pas des anges. Le contentieux en cours entre les Chemises jaunes royalistes, cependant, sont beaucoup plus sur l’accès et le partage des riches profits associés avec le pouvoir et la fonction publique. Ce qui unit les Chemises jaunes en premier lieu, c'est la défense de leur immunité personnelle face à la démocratie populaire.
Les Chemises rouges ont appris par la lutte depuis le coup d'État du 19 Septembre 2006, que la «démocratie réelle» ne pourra jamais être atteinte seulement par des manifestations de masse ou en remportant continuellement les élections. Des manifestations ont été réprimées de manière sanglante et les résultats des élections ont été maintes fois anéantis par des moyens inconstitutionnels. Le mouvement pro-démocratie a pu se rendre compte que nos objectifs sont bloqués par des intérêts puissants et profondément enracinés. Ce n'est pas le fait d’une seule personne ou institution parmi les élites. C'est l'armée, les tribunaux et les hauts fonctionnaires, la famille royale et le Conseil privé, le Parti « démocrate », et leurs alliés. Ils se tiennent ensemble contre les souhaits de millions de Thaïlandais ordinaires. Ils sont contre la démocratie, la justice sociale et le progrès.
Ces élites conservatrices usent principalement de deux armes: les moyens de la violence et les moyens pour essayer de consolider leur légitimité. L'armée est au centre du pouvoir et de la violence. Mais ils utilisent en permanence la monarchie pour légitimer leurs actions et un roi faible et sans principe va de pair avec cela.
Le débat actuel entre les Chemises rouges est d'opter entre réforme et révolution comme étape vers la démocratie. Il n'est pas de renverser ou non le capitalisme. Le débat est vif maintenant parce que nous nous trouvons à un tournant important. Le plein pouvoir des élites est maintenant clairement visible de tous. La question est de savoir comment y faire face. Faut-il espérer un compromis par via une réforme de l'élite ou devons-nous lutter pour les renverser?
M. Thaksin et les 3 dirigeants politiques du programme KwamJing Wannee (La vérité aujourd’hui) sont dans le camp réformiste. Ils ont le sentiment que la tâche de renverser les élites est trop lourde, trop dangereuse et contre-productive. Ils veulent une voie pacifique de compromis. Ils sont prêts à maintenir la monarchie comme elle est aujourd'hui, avec des modifications mineures. Beaucoup de Chemises rouges sont d'accord avec eux, parce qu'ils craignent violences et soulèvements. Une révolution risque d’être mâtée par un écrasement sanglant et suivie de longues peines d'emprisonnement. C'est une tâche difficile. Mais la réforme risque de capituler devant les élites conservatrices. La récente pétition au roi pour gracier M. Thaksin, a été soutenue par cette faction et organisée par des millions de Chemises rouges de base, comporte de nombreux dangers. Elle donne le pouvoir au Roi d'une façon non démocratique et peut créer et entretenir des illusions. Mais aussi il permet d'exposer la position du roi et des royalistes contre le peuple. Elle a provoqué un véritable casse-tête pour les conservateurs.
Jakrapop et Surachai sont pour la révolution. Moi aussi. Mais nous pouvons être en désaccord sur d'autres questions. Je ne peux et ne veux pas parler pour eux. Ce serait injuste. Toutefois, ils sont clairement d’avis que la monarchie doit être réformée. Mon opinion est qu'il est trop tard pour espérer une monarchie constitutionnelle en Thaïlande suivant le modèle de la Grande-Bretagne ou du Japon. Les généraux de l'armée et les élites conservatrices ont montré qu'à tout moment ils sont prêts à recourir à la Monarchie pour détruire la démocratie et déchirer la Constitution. Par conséquent, nous devons abolir la monarchie et de réduire la taille et la puissance de l'armée. L'histoire thaïlandaise nous enseigne depuis les années 1970 et 1990 que les changements importants dans la société ne peuvent aboutir que de la lutte de masse. Des actions menées par de petits groupes ou par des groupes armés ne peuvent pas réaliser les changements radicaux nécessaires. Un grand nombre de militants des Chemises rouges sont maintenant contre la monarchie. Il y a un sentiment anti-monarchie croissant dans tout le pays et les élites le savent.
En tant que socialiste, je souhaiterais que pendant la lutte révolutionnaire pour la démocratie, de nombreuses personnes se rendent compte que la démocratie parlementaire n'est pas suffisante. Nous avons besoin de la démocratie économique où le peuple se prononce sur les investissements et la production. Il s'agit de la vraie démocratie du socialisme. Elle est à un million de milles de la dictature stalinienne en Corée du Nord, en Chine, au Laos ou à Cuba.
Il n'y a aucune garantie de succès pour la voie révolutionnaire en Thaïlande. Ce sera une lutte longue et difficile. Mais je crois qu'il n'y a plus de place pour la réforme afin de parvenir à la démocratie. Le comportement des élites depuis le coup de 2006 l’a prouvé.

Last month Daranee Charnchoengsilpakul (or “Da Torpedo”) was sentenced to 18 years in prison for “lese majeste” after a secret trial in Bangkok. This is just another example of how Thailand is rapidly coming to resemble authoritarian countries like North Korea. Other examples are the use of the Internal Security Law to prevent peaceful demonstrations by the pro-democracy Redshirts and the way that the unelected Prime Minister, Abhisit, urged the military to kill demonstrators in April this year. What is also shocking is the way that there has been complete silence from so-called “human rights activists” or NGOs and academics in Thailand about what has been going on. This can only be described as shameful. Amnesty International’s long term policy of turning its back on Thai prisoners of conscience, jailed over lese majeste, is also appalling. It throws into question the role of this organisation.

Da Torpedo never committed an act of violence. She never killed anyone or destroyed anyone’s property. She is a pro-democracy activist who made speeches in public. She has been jailed for 18 years for making these speeches. In Thailand, army officers and state officials who commit violent crimes against the people are free to enjoy power and privileges. The worst crime in the eyes of the Thai ruling elites, is to think for oneself and to express those thoughts. This is why Da is in prison. This is why Suwicha Takor and others are in prison on lese majeste charges.

The Thai elite want us to be half-wits. They want us to do as we are told and be loyal to Nation, Religion and King. When the Leader farts, we all have to fart. If he wears a pink shirt, we must all wear one too. We must all believe that he invented everything that is of value in the country. The elite want us to crawl on the ground in front of them as though we are not human. We must smile like idiots and chant in unison that we “love our King and country”. The problem in Thai society has always been that the rulers are corrupt, brutal and barbaric, while the people are generally good. Yet ‘They’ claim the right to lecture us on being good citizens.

Democracy doesn’t grow on trees or fall into our hands like ripe fruit. We all have to fight for it and it must be a collective struggle. That means that we must never forget Da Torpedo, Suwicha, or any other prisoners of conscience in Thai prisons. We must campaign for the abolition of the lese majeste law.

The dispute among Redshirt leaders
The current dispute among Redshirt leaders is not a problem. It is an opportunity for millions of pro-democracy Redshirts to take part in an extremely important debate. We must have this debate in the open, while trying to maintain some unity on specific issues among the Redshirt movement as a whole. A democracy movement, by its very nature, will be full of debate and argument. The debate is about the way forward to democracy. It isn’t primarily about personal gain or bravery, although Redshirts are not angels. Current disputes among the Royalist Yellowshirts, however, are more about fighting over the rich pickings which come with power and public office. This is because what unites the Yellowshirts in the first place is their defence of personal privilege in the face of popular democracy.

The Redshirts have learnt through struggle since the 19th September 2006 coup, that “Real Democracy” will not just be achieved by mass demonstrations or by winning repeated elections. Demonstrations have been put down by bloody repression and election results have been repeatedly overturned by unconstitutional means. The pro-democracy movement has come to realise that our aims are being blocked by powerful and entrenched interests. It isn’t any single person or institution among the elites. It is the Army, the Courts and top Civil Servants, the Royal Family and the Privy Council and the Democrat Party and their allies. They stand together against the wishes of millions of ordinary Thais. They are against democracy, social justice and progress.

These conservative elites carry two main weapons: the means of violence and the means to try to build legitimacy. The centre of power and violence is the Army. But they constantly use the Monarchy to legitimise their actions and the weak and unprincipled King goes along with this.

The current debate among Redshirts is about Reform or Revolution as a road to democracy. It isn’t about whether or not to overthrow Capitalism. The debate is sharp now because we stand at an important juncture. The full power of the elites is now plain for all to see. The question is how to deal with it. Should we compromise by hoping to reform the elites or should we fight to overthrow them?

Thaksin and the 3 political leaders of the Kwam Jing Wan Nee programme are in the Reform camp. They feel that the task of overthrowing the elites is too big, too risky and counter-productive. They want a peaceful road with compromise. They are prepared to keep the Monarchy like it is today with minor changes. Many Redshirts would agree with them because they fear violence and upheaval. Revolution risks a bloody crack-down and long jail sentences. It is a difficult task. But Reform risks capitulating to the conservative elites. The recent petition to the King to pardon Thaksin, which was supported by this faction and organised by millions of grass-roots Redshirts, carries many dangers. It gives power to the King in an undemocratic fashion and can create illusions. But equally it can expose the King and the Royalists for being against the People. It has caused a real head-ache for the conservatives.

Jakrapop and Surachai are for Revolution. So am I. But we may disagree on other issues. I cannot and will not speak for them. That would be unfair. However, they are clear that the Monarchy must be reformed. My view is that it is too late to wish for a Constitutional Monarchy in Thailand in the same model as Britain or Japan. The army generals and the conservative elites have shown that at any time they are prepared to use the Monarchy to destroy democracy and rip up the Constitution. Therefore we must abolish the Monarchy and cut down the size and power of the Army. Thai history teaches us from the 1970s and 1990s that such significant changes in society only come about through mass struggle. Actions by small groups or by armed groups cannot achieve the necessary thorough-going changes. A large number of Redshirt activists are now against the Monarchy. There is a growing anti-Monarchy feeling throughout the country and the elites recognise this.

As a Socialist, I would hope that during the revolutionary struggle for democracy, many people will come to realise that parliamentary democracy is not enough. We need economic democracy where the people decide on investment and production. This is the true democracy of Socialism. It is a million miles from the Stalinist dictatorships of North Korea, China, Laos or Cuba.

There is no guarantee of success for the revolutionary road in Thailand. It will be a long hard struggle. But I believe that there is no longer any room for reform in order to achieve democracy. The behaviour of the elites since the 2006 coup has proved this.

คดี “ดา” สังคมไทยถอยหลังอีกก้าว เสื้อแดงต้องชัดว่าจะสู้อย่างไร

ประเทศไทยในปัจจุบันถือได้ว่ามีมาตรฐานเสรีภาพพอๆกับเผด็จการสตาลินิสต์เกาหลีเหนือ เพราะเพียงแต่การพูดอะไรที่ไม่ถูกหูชนชั้นปกครองก็จะโดนจำคุก 18 ปีได้ กรณีของคุณ ดารณี ชาญเชิงศิลปกุล หรือ 'ดา ตอร์ปิโด' เป็นอีกกรณีที่เปิดโปงความป่าเถื่อนของระบบการปกครองและระบบศาลของไทยภายใต้อำมาตย์ การใช้กฎหมายความมั่นคงเพื่อปราบปรามการชุมนุมอย่างสันติ และการที่นายกแต่งตั้งที่จอมโกหกชักชวนให้ทหารฆ่าประชาชน ล้วนแต่ชี้ให้เห็นว่าพวกเสื้อเหลืองพาสังคมไทยถอยหลังไปกว่าห้าสิบปี ยิ่งกว่านั้นการนิ่งเฉยเงียบสนิทของคนที่อ้างตัวว่าเป็นนักสิทธิมนุษยชน นักเอ็นจีโอ นักข่าว หรือนักวิชาการในไทย ก็เป็นสิ่งที่ควรสร้างความละอายใจอย่างยิ่ง

คุณดา เป็นนักต่อสู้เพื่อประชาธิปไตยที่ไม่ได้ใช้ความรุนแรง ไม่ได้ฆ่าใคร ไม่ได้ทำลายทรัพย์สินใคร ไม่ได้ทำลายประชาธิปไตยหรือเสรีภาพผู้อื่น เพียงแต่แสดงความเห็นเกี่ยวกับปัญหาบ้านเมือง เลยติดคุก 18 ปี ในขณะที่โจรปล้นเสรีภาพ ที่นำปืนและอาวุธมาขู่และฆ่าประชาชน ยังลอยนวล มีตำแหน่งและร่ำรวย ในประเทศไทยอาชญากรรมที่ร้ายแรงที่สุดในสายตาพวกอำมาตย์ คือการคิดเองเป็นและการแสดงออกรวมถึงการยืนขึ้นเป็นมนุษย์ เขาต้องการให้เราปัญญาอ่อนไปทั้งชาติ ผู้นำว่ายังไงก็ต้องคล้อยตาม ผู้นำตดก็ตดตาม ผู้นำขี้เหม็นก็บอกว่าขี้หอม เขาอยากให้เราเป็นอะไรที่ต่ำกว่ามนุษย์ ให้เราหมอบคลานต่อคนเลวทรามที่บังอาจสั่งสอนเรา “ให้เป็นคนดี” ปัญหาของสังคมไทยแต่ไหนแต่ไรคือผู้ปกครองมันเลว แต่ประชาชนส่วนใหญ่เป็นคนดี

สิทธิเสรีภาพและประชาธิปไตยไม่ใช่มะม่วงสุกที่จะหล่นตกลงมาในมือเราเอง เราต้องร่วมกันสู้และร่วมกันเสียสละ เราทอดทิ้งกันไม่ได้ ดังนั้นผู้ที่รักสิทธิเสรีภาพและประชาธิปไตย และผู้ที่ยังต้องการปกป้องศักดิ์ศรีแห่งความเป็นคน จะต้องไม่หยุดรณรงค์เพื่อคนอย่างคุณดา หรือคุณสุวิชา หรือคนอื่นๆ ที่ติดคุกอยู่ เราต้องรณรงค์ให้ยกเลิกกฎหมายหมิ่น และต้องต่อสู้เพื่อประชาธิปไตยแท้

“ความขัดแย้ง” ในแกนนำเสื้อแดงคือโอกาสในการร่วมกันคิดหาทางออก
ผมเข้าใจความรู้สึกของคนเสื้อแดงที่ไม่สบายใจเมื่อเห็นแกนนำเสื้อแดงเถียงและวิจารณ์กัน แต่ความรู้สึกนั้นผิดพลาด การที่แกนนำเสื้อแดงเถียงกันตอนนี้มีรากฐานมาจากแนวความคิดทางการเมือง ไม่ใช่เรื่องผลประโยชน์ส่วนตัวหรือความไร้น้ำยาของใคร มันสะท้อนวิกฤตในสังคมไทยที่เราต้องร่วมกันแก้ และมันสะท้อนความยากลำบากในการแก้ ผมอยากชักชวนให้เราชาวเสื้อแดงมองว่าการถกเถียงเรื่องแนวทางการต่อสู้เป็นเรื่องดี ไม่ใช่ข้อเสียแต่อย่างใด เพราะมันบังคับให้พวกเราคิดตามประเด็นถกเถียง ผมอยากให้เสื้อแดงทุกคนมีส่วนร่วมในการถกเถียงนี้ ขบวนการเสื้อแดงเป็นขบวนการประชาธิปไตยของมวลชนชั้นล่างที่ถูกกดขี่มานาน ขบวนการประชาธิปไตยในทุกยุคทุกสมัยทุกประเทศ ย่อมเต็มไปด้วยการถกเถียง และนี่คือจุดแข็งจุดเด่น เราไม่เหมือนเสื้อเหลืองที่ขัดแย้งกันเรื่องการกอบโกยหรือเรื่องอำนาจที่จะกอบโกย ไม่ว่าจะเป็นทหารชั้นผู้ใหญ่ คนในแวดวงเบื้องสูง อภิสิทธิ์ เนวิน สุเทพ หรือผู้นำพันธมิตรฯ พวกนี้เป็นเหลืองเพื่อปกป้องผลประโยชน์พิเศษของเขาแต่แรก เขาเลยทะเลาะกันเรื่องผลประโยชน์เสมอ เสื้อแดงไม่ใช่เทวดา แต่ประเด็นผลประโยชน์ส่วนตัวไม่ใช่ประเด็นหลักในขณะนี้

คนเสื้อแดงเข้าใจดีว่าปัจจุบันอำมาตย์ครองเมือง ผมอยากให้มองว่าอำมาตย์ดังกล่าวไม่ใช่บุคคลหยิบมือเดียว ไม่ใช่สถาบันเดียว แต่เป็นพวกทหารชั้นสูง ข้าราชการชั้นสูง องค์มนตรีและขุนนาง รวมถึงเศรษฐีนักการเมืองเหลือง อำนาจของพวกนี้ทั้งกลุ่มฝังลึกอยู่ ศูนย์กลางอำนาจอยู่ที่ทหาร เพราะมีเครื่องมือในการใช้ความรุนแรงเพื่อเผด็จการ แต่พวกนี้ใช้สถาบันเบื้องสูงเพื่อพยายามสร้างความชอบธรรมด้วย อำมาตย์ในทุกที่ทั่วโลกต้องมีอาวุธสองชนิดคือปืนกับการสร้างความชอบธรรม เขาจะคุมทหาร ตำรวจ ศาล คุก และเขาจะคุมสื่อ โรงเรียน และปิดกั้นความคิด

ขบวนการเสื้อแดงเติบโตจากการต่อสู้เพื่อประชาธิปไตยแท้ของคนจำนวนมากหลัง ๑๙ กันยา ในช่วงแรกๆ เราไม่ต้องคิดอะไรหนักเพราะเรามองว่าเรามีมวลชนและมีความชอบธรรม แต่หลังเมษาเลือดเราเริ่มเห็นชัดว่าเราเผชิญหน้ากับอำนาจที่แข็งแกร่ง แค่เดินขบวนและชุมนุมไม่พอ พันธมิตรฯมันเดินขบวนและมีผลเพราะมันใช้ความรุนแรงและมีทหารและคนชั้นสูงหนุนหลัง มันไม่ได้ชนกับอำนาจอำมาตย์ เราเรียนรู้ว่าแค่ชนะการเลือกตั้งหลายรอบก็ไม่พออีกด้วย นี่คือที่มาของการถกเถียงในหมู่แกนนำเสื้อแดงปัจจุบัน และผมมั่นใจว่าในหมู่คนเสื้อแดงรากหญ้ามีการเถียงกันในทำนองเดียวกัน การถกเถียงนี้จะช่วยให้เราชัดเจนมากขึ้นเกี่ยวกับแนวทางต่อสู้ และถ้าเราวิเคราะห์ออก เราจะชัดเจนว่าเราสามารถสามัคคีกันตรงไหนได้ และมองต่างมุมในส่วนไหน โดยไม่ทำให้ขบวนการประชาธิปไตยอ่อนแอ

ถ้าจะสรุปเหมารวม การถกเถียงครั้งนี้เป็นการถกเถียงระหว่างสองฝ่าย ในแต่ละฝ่ายก็ไม่ใช่ว่าคนจะคิดเหมือนกันหมด แต่เราสามารถจัดเป็นสองกลุ่มได้คือ (1) กลุ่มแกนนำสามเกลอและทักษิณ เป็นกลุ่มที่อยากจะค่อยๆเป็นค่อยๆไป พร้อมจะหาทางประนีประนอมเพื่อได้ประชาธิปไตยกลับมา โดยไม่ต้องปะทะมากเกินไป แนวนี้คือแนวปฏิรูป ส่วนกลุ่มที่ (2) ประกอบไปด้วยจักรภพและสุรชัย ที่มองว่าประชาธิปไตยแท้จะไม่มีวันเกิดขึ้นถ้าไม่สู้แบบปะทะอย่างตรงไปตรงมา นี่คือแนวปฏิวัติ ผมเองก็สนับสนุนแนวคิดกว้างๆ ของกลุ่มที่สองนี้ด้วย

ผมไม่อยากจะเอาคำพูดไปยัดปากใครหรือความคิดไปยัดใส่หัวใคร ทุกท่านต้องอ่านและฟังสิ่งที่เจ้าตัวพูดเอง ไม่ใช่ไปสรุปแทนหรือบิดเบือนอย่างที่มีคนทำกับผมบ่อยๆ แต่ถ้าจะสรุปคร่าวๆ สองแนวนี้คือทางเลือกระหว่างการค่อยๆปฏิรูปและประนีประนอม กับการปฏิวัติเพื่อสร้างสังคมใหม่ ในขณะนี้ทั้งสองฝ่ายเชื่อว่าแนวทางของตนเองเป็นแนวที่ดีที่สุดที่จะนำสังคมไปสู่ประชาธิปไตย ในอนาคตจะเป็นอย่างไรเดี๋ยวดูเอาเอง แต่จุดร่วมอันสำคัญคือทั้งสองฝ่ายมองว่าจะต้องหาทางข้ามปัญหาอำนาจที่แข็งแกร่งของอำมาตย์ให้ได้

กลุ่มปฏิรูปประนีประนอมมีข้อดีตรงที่พยายามจะหาทางสันติที่ไม่ปะทะตรงๆ ไม่เสียเลือดเนื้อมากเกินไป และไม่พยายามทำในสิ่งที่ดูใหญ่โตและยาก แต่ข้อเสียคือมันจะนำไปสู่ประชาธิปไตยจริงได้หรือ? หรือจะนำไปสู่การยอมจำนนในที่สุด? การถวายฎีกามีข้อเสียตรงที่ไปมอบอำนาจให้กับประมุขในลักษณะเหนือรัฐธรรมนูญ ซึ่งจะส่งเสริมอำนาจอำมาตย์ ในด้านความคิดการถวายฎีกาอาจช่วยเปิดโปงความจริงบางอย่าง แต่ในมุมกลับอาจไม่เปิดโปงอะไรใหม่และอาจนำพาคนไปจงรักภักดีกับอำมาตย์ก็ได้

กลุ่มปฏิวัติ ไม่ใช่กลุ่มปฏิวัติทุนนิยมเพื่อสังคมนิยม แต่เป็นกลุ่มที่อยากสู้อย่างถึงที่สุดกับอำนาจเผด็จการ และมองว่าการต่อสู้ดังกล่าวไม่ใช่เรื่องเล่น กลุ่มนี้มองว่าการประนีประนอมกับอำมาตย์จะไม่กำจัดอำนาจเผด็จการซึ่งจะรื้อฟื้นตัวเองขึ้นมาได้ตลอด ผมไม่อยากพูดแทนคนอื่น และคนอื่นคงมองต่างมุมกับผม ดังนั้นผมจะให้ข้อสังเกตของตนเองเท่านั้นคือ ผมเชื่อว่าเราสร้างประชาธิปไตยแบบที่มีประมุขในรูปแบบอังกฤษหรือญี่ปุ่นคงทำไม่ได้แล้วในไทย เพราะพวกทหารและกลุ่มอื่นจะดึงประมุขมาเป็นข้ออ้างในการทำลายประชาธิปไตยเสมอ การเขียนรัฐธรรมนูญก็ไม่ช่วยเพราะทหารฉีกและละเมิดรัฐธรรมนูญเป็นสันดาล ดังนั้นเราต้องเปลี่ยนสังคมแบบถอนรากถอนโคน ต้องลดอำนาจและงบประมาณกองทัพ ต้องปฏิรูปศาลให้หมด ต้องมีระบบลูกขุนประชาชน ต้องปฏิรูปตำรวจ ต้องสร้างสื่อมวลชนของประชาชนแทนสื่อปัจจุบัน และต้องเปลี่ยนระบบการศึกษา ทุกตำแหน่งสาธารณะต้องมาจากการเลือกตั้ง และต้องแก้ไขปัญหาความเหลื่อมล้ำทางเศรษฐกิจ เพราะการแก้นิดๆหน่อยๆ จุดเดียวจะไม่ประสบความสำเร็จ

ท่ามกลางการต่อสู้เพื่อประชาธิปไตยแท้ที่เราต้องการนี้ ผมเองหวังอย่างยิ่งว่าประชาชนจำนวนมากจะเริ่มเข้าใจว่าแค่ประชาธิปไตยรัฐสภาไม่พอ เราต้องมีประชาธิปไตยทางเศรษฐกิจด้วย ประชาชนต้องมีอำนาจในการกำหนดทิศทางการผลิตและการลงทุน ซึ่งแปลว่าต้องยกเลิกทุนนิยมและนำระบบสังคมนิยมมาใช้ (ซึ่งจะแตกต่างโดยสิ้นเชิงกับระบบเผด็จการคอมมิวนิสต์ที่มีในลาว เกาหลีเหนือ คิวบา หรือจีน) ในย่อหน้านี้ผมอาจมองต่างมุมหรือมองเหมือนกับคนอื่นในกลุ่มปฏิวัติก็ได้ ผมไม่ทราบ ต้องรอให้เขาอธิบายเอง

ผมต้องยอมรับว่าสิ่งที่เราในกลุ่มปฏิวัติกำลังเสนอ เป็นเรื่องใหญ่ ต้องใช้เวลา และที่สำคัญที่สุดคือต้องใช้พลังมวลชน บทสรุปสำคัญจาก ๑๔ ตุลา และพฤษภา ๓๕ คือการเปลี่ยนสังคมต้องมาจากกระแสมวลชน ไม่ใช่จากคนกลุ่มเล็กๆ ไม่ว่าคนกลุ่มนั้นจะติดอาวุธหรือไม่ แต่ถ้าคิดดูให้ดี สภาพสังคมไทยตอนนี้น่าจะสอนให้เราทราบว่าการต่อสู้เพื่อประชาธิปไตยเป็นเรื่องใหญ่อยู่แล้ว ผมไม่ทราบว่าท่านผู้อ่านพอใจกับประชาธิปไตยครึ่งใบหรือไม่ แต่ผมไม่พอใจ

แนวปฏิวัติเสี่ยงกับการถูกปราบ และคนที่เสี่ยงที่สุดคือคนในประเทศ(ไม่ใช่ผม) แต่แนวปฏิรูปเสี่ยงกับการยอมจำนนต่ออำมาตย์ เลือกเอาเองครับเพื่อนเสื้อแดงทั้งหลาย

พวกเราถึงทางแยกสำคัญที่บังคับให้เราต้องคิดหนัก เราไม่ควรเงียบ หรือเอาหัวไปมุดดิน เราควรจะพูดและคิด ควรจะถกเถียงอย่างตรงไปตรงมามากที่สุด แต่อย่าลืมขยันสร้างความสามัคคีด้วยในเรื่องที่ทำได้ อย่าลืมว่าศัตรูหลักคือพวกอำมาตย์

ถ้าใครอ่านบทความของ ชัยอนันต์ สมุทวาณิช ใน ผู้จัดการ ๒ สิงหาคม ๕๒ จะเห็นว่าฝ่ายอำมาตย์เริ่มยอมรับกันแล้วว่า “กระแสไม่เอาเจ้าแพร่หลายไปทั่วประเทศแล้ว” และ ชัยอนันต์ ยังยอมรับอีกว่า “คนชนบทชอบทักษิณ... ก็เพราะทักษิณเป็นนักการเมืองคนแรกที่ทำประโยชน์ให้แก่ประชาชนอย่างเป็นรูปธรรม ที่สำคัญก็คือ เรื่อง 30 บาทรักษาทุกโรคกับกองทุนหมู่บ้าน”

แต่หลังจากนั้น ชัยอนันต์ ก็เริ่มเข้าสู่แดนแห่งนิยาย เช่น
1. ชัยอนันต์ ตั้งคำถามว่าทำไมกระแสไม่เอาเจ้าแพร่ไปทั่ว? แล้วพยายามหาคำตอบที่ไม่ใช่คำตอบง่ายที่สุดและตรงกับความจริงที่สุด ก็เลยเสนอว่ามีการปลุกระดม... คำถามคือทำไมการปลุกระดมได้ผล?... ก็เพราะมันตรงกับสิ่งที่คนคิดอยู่แล้ว!! คำตอบที่ง่ายที่สุดและตรงกับความจริงที่ ชัยอนันต์ ไม่กล้าพูดคือ ตั้งแต่การก่อตั้งของพันธมิตรฯ ผ่านการทำรัฐประหาร ๑๙ กันยา การใช้ศาลเป็นเครื่องมือล้มพรรค การใช้ความรุนแรงปิดทำเนียบ รัฐสภา และสนามบิน ฯลฯ จนถึงวันนี้ ฝ่ายเสื้อเหลืองเอาเรื่องเจ้ามาเป็นข้ออ้างในการทำลายประชาธิปไตย ล้มรัฐบาลที่ประชาชนส่วนใหญ่เลือกมา และดูถูกประชาชนเหล่านั้นว่า “โง่” หรือไร้วุฒิภาวะที่จะลงคะแนนเสียง มีการใช้กฎหมายหมิ่นเดชานุภาพกับคนที่คัดค้านรัฐประหาร แถมยังมีกรณีที่ราชินีไปงานศพพันธมิตรฯ และกรณีที่ในหลวงไม่ออกมาพูดอะไรในเดือนธันวาคมปีที่แล้วอีกด้วย คำตอบและคำอธิบายมันง่ายอย่างนี้ครับ ใครๆก็รู้ ไม่ต้องเป็นนักวิชาการจบดอกเตอร์หรอก สรุปแล้วคนส่วนใหญ่ในประเทศคิดเองเป็น ไม่ถูกล้างสมอง ตรวจสอบสถาบันกษัตริย์ในวิกฤตการเมืองที่ร้อนแรง แล้วพบว่าไม่มีประโยชน์ในการปกป้องรัฐธรรมนูญ ประชาธิปไตย และสิทธิเสรีภาพของประชาชน ตรงกันข้าม ไปอยู่กับฝ่ายที่เป็นศัตรูประชาชนและศัตรูของประชาธิปไตย จะไม่เกิดกระแสไม่เอาเจ้าที่ยิ่งใหญ่ทั่วประเทศได้อย่างไร? พวกอำมาตย์มั่นใจในตนเองมากไป คิดว่าล้างสมองประชาชนได้ แค่อ้างกษัตริย์แล้วเขาจะทำอะไรก็ได้ ไม่จริงครับ ถูกพิสูจน์ได้ แล้วพวกอำมาตย์อาจใช้การปราบปรามหรือการสร้างความกลัวให้บางคนไม่กล้าพูดได้ แต่เปลี่ยนใจลึกๆ ของคนไม่ได้หรอก การปิดเวป การปิดวิทยุชุมชน การเซ็นเซอร์ หรือการโกหกที่รัฐบาลอำมาตย์ทำอยู่ก็ไม่มีผลอย่างที่เขาต้องการ
2. ชัยอนันต์ เขียนว่า “กระแสต้านสถาบันพระมหากษัตริย์นั้น ในที่สุดคงไม่บังเกิดผลอะไร และในอดีตก็เคยมีมาแล้ว โดยเฉพาะปลายรัชสมัยพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว และสมัยรัชกาลที่ 6” ผมอ่านแล้วหัวเราะ!!! เพราะนักประวัติศาสตร์ไทยทราบดีว่ากระแสไม่เอาเจ้าปลายรัชกาลที่ ๕ และในช่วงรัชกาลที่ ๖ ในที่สุดสะสมมากขึ้นจนเกิดการปฏิวัติ ๒๔๗๕ ในสมัยรัชกาลที่ ๗ ท่ามกลางกระแสไม่เอาเจ้าทั่วประเทศ
3. ชัยอนันต์ มองว่า “การวิจารณ์ “เจ้า” ก็ไม่อาจทำแบบเหวี่ยงแหได้ และก็ไม่มีข้อมูลข่าวสารหรือข้อเท็จจริงมาสนับสนุนคำวิจารณ์” ก็ฝันไปเถิดว่าไม่มีข้อมูลหรือข้อเท็จจริง แต่ในอีกแง่ก็เป็นคำดูถูกประชาชนอีกว่าเชื่ออะไรโดยไร้เหตุผล
4. ชัยอนันต์ มองว่า “คนรุ่นใหม่ที่อายุต่ำกว่า 30 ปี รู้สึกว่าจะไม่สนใจเรื่องนี้มากเท่าใดนัก” และ “คนหนุ่มคนสาว เวลานี้ซึ่งดูจะเป็นพวกวัตถุนิยมสุดขั้วกันมาก ถ้าจะพูดถึงความภักดีต่อชาติหรือสถาบันแล้ว คงหวังได้ยาก” ตรงนี้ ชัยอนันต์ คงรู้จักเด็กๆ จากตระกูลร่ำรวยที่เป็นนักศึกษา วชิราวุธวิทยาลัย ซึ่งไม่ใช่เด็กธรรมดาเหมือนประชาชนอื่นๆ ส่วนผมและเพื่อนๆ รู้จักเด็กนักเรียนในมหาวิทยาลัยของรัฐ จึงขอบอกว่าคนรุ่นใหม่ไม่จงรักภักดีกับอะไรง่ายๆ และถ้าคนรุ่นใหม่ “ไม่สนใจเรื่องกษัตริย์” มันหมายความว่าเบื่อกับการถูกบังคับให้จงรักภักดี แต่มันไม่ใช่ว่าเขาสนใจแต่เรื่องวัตถุนิยมหรือการบริโภคเหนือสิ่งอื่น จริงๆ แล้วพวกที่เป็นนักบริโภคนิยมสุดขั้วของสังคม ที่กอบโกยความร่ำรวยเข้ากระเป๋าตนเองมากที่สุด คือพวกเจ้าและอำมาตย์ ในขณะที่มาสอนเราให้มีความสุข “ความพอเพียง” ท่ามกลางความยากจนของเรา ดังนั้นถ้าใครยิ่งรวยยิ่งกอบโกยบริโภค ก็จะยิ่งหลงเชื่อในนิยายเรื่องเจ้า

อย่างไรก็ตาม ผมมีคำเตือนให้คนเสื้อแดงที่ “ไม่เอาเจ้า” เหมือนผม ถ้าฝ่ายอำมาตย์หลอกตนเองได้มันไม่ได้แปลว่าเราต้องหลอกตนเองไปด้วย เราต้องยอมรับความจริง และไม่ประเมินฝ่ายอำมาตย์ต่ำไป กระแสไม่เอาเจ้าที่แพร่ไปทั่วจะไม่เกิดผลโดยอัตโนมัติถ้าเราไม่รู้จักสู้ ดังนั้นเราต้องใช้ปัญญาในการทำภาระที่ยังค้างอยู่ของการปฏิวัติ ๒๔๗๕ ให้เสร็จสิ้น แล้วเราจะได้ประชาธิปไตยแท้

1. The poor and working class support Populism for good reasons, especially when the left alternative is weak. Judge not the actions of the workers and poor by the quality of the capitalist politicians that lead populist movements. We must relate to the rank and file, not the leaderships: eg Honduras, Thailand, South Africa. In the case of Iran we must understand why the poor voted for the conservative leader, but support the opposition movement for democracy while not supporting the opposition leader's neo-liberalism. That is similar to Zimbabwe.
2. A class analysis is vital and so is respect for the poor in all their faults.
3. A weakness of the left alternative, organised in a party, must be overcome by serious and long-term party building. Results won't be seen overnight, but we cannot sit on the fence waiting for a pure class struggle to happen!

Fight for democracy! Fight for Socialism!

เมื่อไม่นานมานี้มีคนเสื้อแดงเขียนอีเมล์มาถามผมว่าคิดอย่างไรกับประเด็นดังต่อไปนี้....

“เริ่มกังวลค่ะว่าโดยสถานการณ์ว่าจะมีการประนีประนอมกันได้ระหว่างทักษิณกับอำมาตย์ เพราะคนมีอำนาจก็น่าจะเห็นประเด็นนี้เหมือนกันว่า หากเคลียร์กันได้ สถานการณ์น่าจะอ่อนลงมากเหมือนกัน คนอย่างทักษิณหากเคลียร์ใจกันแล้ว และกลับมา เค้าจะเป็น สฤษดิ์คนที่สองได้เลยหรือไม่คะ และเราจะต้องเหนื่อยกันสองเด้งเลยทีเดียว
ก็เลยเริ่มคิดกันว่าเราจะเตรียมแผนรองรับกันไงดีอะค่ะ??
อีกประเด็นก็คือรู้สึกว่าบางส่วนของเสื้อแดงคาดหวังว่าทักษิณจะมาเป็นผู้นำซึ่งมันเป็นไปไม่ได้เลยในความคิดส่วนตัว”

ผมเชื่อว่าคำถามนี้อยู่ในใจคนเสื้อแดงจำนวนมาก และเราควรร่วมกันคิดร่วมกันตอบ...... สำหรับผม ผมคิดว่า..เราต้องสู้ต่อไปเพื่อประชาธิปไตยแท้ ไม่ใช่มาประนีประนอมหรือถวาย ฎีกา... เพราะอะไร?

เราต้องเข้าใจว่าอำนาจอำมาตย์เป็นอำนาจนอกกรอบรัฐธรรมนูญ มีทั้งทหาร ศาล ข้าราชการ สื่อ ผู้มีอิทธิพลในองค์กรที่เกี่ยวกับพระราชวัง และยังมีมวลชนคนชั้นกลางล้าหลังอนุรักษ์นิยมอีกด้วย ดังนั้น
1. การต่อสู้จะต้องเป็นการรุกสู้เกินขอบเขตของการเรียกร้องรัฐธรรมนูญปี ๔๐ หรือการพยายามหาชัยชนะในการเลือกตั้ง เรารู้ดีว่าชัยชนะในการเลือกตั้งมันสำคัญ แต่มันไม่เพียงพอที่จะยกอำนาจให้ประชาชน และปฏิรูปให้มีประชาธิปไตยแท้ กรณีการยึดสนามบินและการเลือกปฏิบัติของทหารและศาล โดยไม่ฟังรัฐบาลที่มาจากการเลือกตั้ง เป็นสิ่งที่เราจำได้และชี้ให้เห็นข้อจำกัดทางอำนาจของรัฐสภาเมื่อเผชิญหน้ากับอำมาตย์
2. สิ่งที่คนเสื้อแดงจำนวนมากต้องการ ไม่ใช่แค่การกลับมาของประชาธิปไตยรัฐสภาในรูปแบบก่อน ๑๙ กันยา หรือการอภัยโทษกับนักการเมือง ไทยรักไทย สิ่งที่คนเสื้อแดงจำนวนมากต้องการ คือประชาธิปไตยแท้ ที่ทหาร วัง องค์มนตรี ศาล ฯลฯ แทรกแซงไม่ได้ และอีกสิ่งหนึ่งที่ต้องการคือ สังคมที่เป็นธรรมทางเศรษฐกิจ สาเหตุที่พลเมืองจำนวนมากรักทักษิณ ก็เพราะเขาเริ่มสร้างระบบสวัสดิการและเริ่มลดความเหลื่อมล้ำทางเศรษฐกิจระหว่างคนรวยกับคนจนผ่านนโยบายประชานิยม

การต่อสู้ของเราจะเป็นการต่อสู้ที่ใช้เวลา และที่สำคัญคือต้อง ใช้ความกล้าหาญทางความคิด ที่จะพัฒนาเป้าหมายให้ก้าวหน้า

ในสภาพเช่นนี้... แกนนำพรรคเพื่อไทย หรือ ไทยรักไทย เก่า อาจไม่พร้อมที่จะไปไกลกว่ารัฐธรรมนูญปี๔๐ การหากินกับผลงานเก่า หรือการอภัยโทษนักการเมือง เขาอาจไม่พร้อมที่จะสู้เต็มที่กับอำมาตย์ และไม่พร้อมที่จะปฏิรูปสังคมอย่างถอนรากถอนโคนจนเราได้ประชาธิปไตยแท้ ดังนั้นเราเริ่มเห็นการเสนอเรื่องถวายฎีกา การหาทางประนีประนอม และการไม่เสนออะไรใหม่ๆ เช่นรัฐสวัสดิการ มาตรการเพื่อแก้ไขปัญหาเศรษฐกิจที่ทำให้คนตกงานในปัจจุบัน หรือข้อเสนอเรื่องการแก้ไขปัญหาในภาคใต้ฯลฯ สิ่งเหล่านี้ถูกสะท้อนในคำพูดของทักษิณและแกนนำเสื้อแดงบางคน

ในเรื่องว่าทักษิณจะกลับมาหรือไม่ ผมตอบไม่ได้ แต่ถ้ามีการประนีประนอมกับอำมาตย์ ฝ่ายอำมาตย์คงไม่อยากให้กลับมาเป็นนายก และถ้าเป็นนายกก็คงต้องการลดอำนาจและอิทธิพล

ทักษิณจะเป็น “สฤษดิ์ที่สอง” หรือไม่? ก็ตอบยาก สฤษดิ์ไม่เคยผ่านการเลือกตั้งเหมือนทักษิณ และโดยรวมประวัติศาสตร์ไม่เคยซ้ำรอยร้อยเปอร์เซ็นต์ แต่ประเด็นที่น่าสนใจเกี่ยวกับคำถามนี้คือ ถ้ามีการประนีประนอมระหว่างทักษิณกับอำมาตย์ ปัญหาคดีหมิ่นเดชานุภาพคงยังไม่ถูกแก้ ปัญหาที่เราไม่มีประชาธิปไตยแท้ก็คงไม่ถูกแก้ และการเดินหน้าไปสู่รัฐสวัสดิการแห่งความเท่าเทียมคงเป็นไปได้ยาก เรานั่งเฉยรอให้ทักษิณกลับมาไม่ได้ และนี่คือสาเหตุที่เราต้องเตรียมพร้อมที่จะรับมือกับการประนีประนอมล่วงหน้า โดยการจัดตั้งในหมู่คนเสื้อแดงเอง เพื่อให้เราสามารถอิสระจากแกนนำซีกที่จะประนีประนอม และเพื่อให้เราควบคุมผู้นำของเราอีกด้วย เราจะต้องไม่ถูกลากลงเหวโดยพวกนี้ หรือปล่อยให้เขาปราบหรืออย่างน้อยสลาย การทำงานของพวกเราเสื้อแดงที่ต้องการประชาธิปไตยแท้ ผมหวังว่าแกนนำเสื้อแดงจะไม่ประนีประนอมหักหลังประชาชน แต่เราต้องใช้ปัญญาจากโลกจริงเพื่อพร้อมจะมองโลกในแง่ร้ายด้วย

อีกสิ่งหนึ่งที่เราต้องทำใจ เข้าใจล่วงหน้า คือ การสิ้นชีวิตของคนคนหนึ่ง จะไม่เปิดทางไปสู่ประชาธิปไตยแท้อย่างง่ายๆหรืออัตโนมัติ เพราะอำมาตย์ประกอบไปด้วยหมู่คณะหลายคน ที่มีผลประโยชน์มากมาย ซึ่งเขาจะพยายามปกป้องโดยการยืดเวลาการเปลี่ยนแปลงหรืองานศพ หรือการแปลงมนุษย์ที่สิ้นชีวิตไปเป็นเทวดาในสวรรค์ ซึ่งแปลว่าเราต้องสู้ตอนนี้ ไม่ใช่รอให้อำนาจตกจากฟ้าสู่มือเรา “ตามธรรมชาติ” ประเด็นนี้ผมจะขยายความในบทความเดือนธันวาคม

“ยุทธศาสตร์” เป็นสิ่งที่ถูกกำหนดพร้อมกับเป้าหมายปลายทางว่าเราต้องการสังคมแบบไหน และ “ยุทธวิธี” เป็นแนวทางต่อสู้เฉพาะหน้า เพื่อไปสู่เป้าหมายดังกล่าว เราต้องระวังคนที่พูดว่า “ทำยังไงก็ได้เพื่อเป้าหมาย” เพราะยุทธศาสตร์ของการเพิ่มอำนาจประชาชนเพื่อสังคมที่เท่าเทียมและประชาธิปไตยแท้ ย่อมขัดแย้งกับยุทธวิธีประเภทที่ขอความเมตตาจากผู้มีอำนาจเบื้องบน เราได้รับคำเตือนแล้ว เพราะตัวอย่างของการอ้างยุทธศาสตร์ยุทธวิธีที่แย่ที่สุดในประวัติศาสตร์ไทย คือข้อเสนอโดยแกนนำพันธมิตรฯ ว่า “ต้องทำแนวร่วมกับศักดินาในการต่อสู้กับนายทุน เพื่อประชาธิปไตย” เพราะสิ่งที่ได้มาจริงๆ ครั้งนั้นคืออำมาตย์

ในวันที ๒๔ มิถุนายน ๒๔๗๕ คณะราษฎร์ นำโดย ปรีดี พนมยงค์ พระยาพหลฯ และหลวงพิบูลย์ ได้ปฏิวัติยึดอำนาจจากรัชกาลที่ ๗ ซึ่งขณะนั้นปกครองประเทศโดยระบบสมบูรณาญาสิทธิราชย์ การปฏิวัติ ๒๔๗๕ ไม่ใช่การปฏิวัติที่ล้มระบบศักดินาเพื่อไปสู่ระบบทุนนิยม เพราะระบบศักดินาไทยถูกล้มตั้งแต่สมัยรัชกาลที่ ๕ แล้ว แต่เป็นขั้นตอนสำคัญในการสร้างประชาธิปไตย

1. การปฏิวัติ ๒๔๗๕ เป็น “การชิงสุกก่อนห่าม”

แนวคิดนี้เริ่มต้นจากความเชื่อว่าประชาชนธรรมดาในเมืองไทยไร้การศึกษาและโง่
และเรามักจะได้ยินคำกล่าวหาจากอำมาตย์ในยุคนี้ ว่าคนจนโง่ในการเลือกไทยรักไทย แต่แท้ที่จริงและการศึกษากับความฉลาดไม่ใช่สิ่งเดียวกัน เวลาประชาชนไทยลุกขึ้นเรียกร้องประชาธิปไตย ชนชั้นปกครองไทยที่อ้างว่าประชาชนไม่พร้อมมักจะให้คำตอบด้วยกระสุนปืน ดังนั้นข้ออ้างที่เสนอว่าประชาชน“ไม่พร้อม”ที่จะปกครองตนเองเป็นข้ออ้างประจำของเผด็จการในทุกสังคม
สำนักความคิดที่เสนอว่าการปฏิวัติ ๒๔๗๕ เป็นการชิงสุกก่อนห่ามยังตั้งข้อกล่าวหาเพิ่มว่าการปฏิวัติครั้งนั้นเป็นสาเหตุที่เราตกอยู่ภายใต้อำนาจเผด็จการทหารหลายปี เพราะไม่มีใครควบคุมอำนาจทหารได้ แต่ระบบเผด็จการก็ร้ายเท่ากัน ไม่ว่าจะเป็นรูปแบบสมบูรณาญาสิทธิราชย์หรือเผด็จการทหาร และอำนาจที่จะจัดการกับเผด็จการทหารที่ไปอ้างอิงความชอบธรรมและจับมือกับวัง...คือประชาชน
แทนที่จะยังไม่ถึงยุคสุกงอมในเมืองไทยสมัย ๒๔๗๕ ต้องถือว่าไทยล้าหลังประเทศอื่นพอสมควรเพราะแม้แต่ประเทศจีนก็ปฏิวัติยกเลิกระบบจักรพรรดิไปแล้วในปี 1911 ตั้งแต่ พ.ศ. ๒๔๒๗ ก็ได้มีการขอรัฐธรรมนูญ และในปี ๒๔๕๔ นายทหารหนุ่มบางคนก็พยายามก่อกบฏล้มรัชกาลที่ ๖ รท. จรูญ ณ บางช้าง หนึ่งในกบฏครั้งนั้นเคยกล่าวว่า “กษัตริย์หาง่าย บ้านเมืองหายาก”
ในประเด็นความไม่พร้อมของประชาชน คณะราษฎร์เองในคำประกาศฉบับที่หนึ่ง มีคำตอบ (ดูแถลงการณ์) นอกจากนี้ นครินทร์ เมฆไตรรัตน์ ได้เสนอข้อมูลที่สนับสนุนแนวคิดที่มองว่ากระแสและจิตสำนึกในส่วนสำคัญๆ ของเหล่าประชาชนไทยในยุคนั้นเห็นด้วยกับการเปลี่ยนแปลงการปกครอง เพราะก่อนหน้านั้นมีการตีพิมพ์บทความและเสนอฎีกาความเห็นจากประชาชนคนสามัญมากมาย โดยเฉพาะในเรื่องของวิกฤตเศรษฐกิจทุนนิยมที่มีผลกระทบต่อชีวิตประชาชนในสมัยนั้นและความไร้ประสิทธิภาพของรัฐบาลกษัตริย์ในการแก้วิกฤตดังกล่าว
กระแสความคิดที่จะเปลี่ยนแปลงการปกครองมีรากฐานสำคัญส่วนหนึ่งที่มาจากปัญหาวิกฤตเศรษฐกิจยุคนั้น ราคาข้าวในตลาดที่ชาวนาไทยได้รับลดต่ำลงอย่างน่ากลัวถึง 60% ค่าจ้างเฉลี่ยในชนบทถูกลด 50% ในเมืองค่าแรงถูกกดลง 20% และรัฐบาลได้ประกาศลดเงินเดือนและจำนวนข้าราชการ ร้ายกว่านั้นรัฐบาลได้ประกาศขึ้นภาษีกับสามัญชนในขณะที่เจ้าที่ดินและนักธุรกิจที่ใกล้ชิดกับรัฐบาลไม่ต้องมีภาระเพิ่มขึ้นแต่อย่างใด

2. ปรีดี พนมยงค์และคณะราษฎร์ “เอา ความคิดฝรั่ง ที่ไม่เหมาะกับสังคมไทยมาใช้”
นิยายนี้เสนอว่าพวกคณะราษฎร์เป็นพวก “จบนอก” ที่เอาความคิดฝรั่งมาสวมสังคมไทยที่มีประเพณีการเคารพบูชากษัตริย์ในระบบสมบูรณาญาสิทธิราชย์มาตั้งแต่สมัยสุโขทัย ข้อเสนอนี้คล้ายๆ กับความคิดของพันธมิตรฯในยุคนี้
กระแสการเรียกร้องการเปลี่ยนแปลงไม่ได้เกิดขึ้นเฉพาะในคนที่ไปเรียนต่างประเทศอย่าง ปรีดี พนมยงค์ เพราะความจริงผู้นำส่วนใหญ่ของคณะราษฎร์ไม่ได้จบจากนอกแต่อย่างใด และปรีดีเองได้เคยตั้งข้อสังเกตว่า “เมื่อข้าพเจ้ากลับเมืองไทยปี ๒๔๗๐ ชนรุ่นใหม่ที่ไม่เคยไปต่างประเทศมีความตื่นตัวที่จะเปลี่ยนระบบสมบูรณาญาสิทธิราชย์”
นอกจากนี้กระแสการเคารพพระเจ้าแผ่นดินในไทยเป็นกระแสที่ขึ้นลงตามยุคสมัย ไม่ใช่กระแสที่คงที่โดยไม่มีการเปลี่ยนแปลงพัฒนา ซึ่งคงไม่ต่างอะไรเลยจากความเชื่ออื่นๆ ในสังคม ในวันที่ ๒๔ มิถุนายน ๒๔๗๕ หลังจากที่ผู้แทนของคณะราษฎร์ได้อ่านแถลงการณ์ในการยึดอำนาจตามจุดต่างๆ ของถนนราชดำเนิน ปรากฏว่าประชาชนที่มายืนฟังแถลงการณ์พากันร้องตะโกน “ไชโย! ไชโย! ไชโย!” ด้วยความชื่นชม (น.ส.พ. ศรีกรุง)
นักวิชาการหลายคนเช่น Girling ได้เสนอว่าที่จริงแล้วในต้นคริสต์ศตวรรษที่ 20 อิทธิพลของกษัตริย์ไทยในชนบทเกือบจะไม่มีเลย และ Bowie รายงานว่านักมานุษวิทยาคนหนึ่งเคยพบว่าในปี ๒๔๙๗ 61% ของคนไทยที่อยู่ในชนบทห่างไกลไม่เข้าใจความหมายของสถาบันพระมหากษัตริย์ อย่างไรก็ตามพอเข้ายุครัฐบาลของจอมพลสฤษดิ์ก็มีการฟื้นฟูค่านิยมและประเพณีในพระเจ้าแผ่นดินใหม่เพื่อหวังสร้างความชอบธรรมแก่คณะรัฐประหารของจอมพลสฤษดิ์

3. การปฏิวัติ ๒๔๗๕ “เป็นการกระทำของกลุ่มชั้นนำโดยประชาชนไม่มีส่วนร่วม”
นิยายที่สามนี้ถือว่ามีกำเนิดมาจากสำนักคิดที่มองคนชั้นล่างในเมืองไทยเสมือนควายที่ไร้ความสามารถที่จะมีส่วนร่วมทางการเมือง เจ้าสำนักใหญ่ในด้านวิชาการคือนักวิชาการฝ่ายขวาจากตะวันตกเช่น Wilson กับ Fred Riggs และมีผู้สนับสนุนในรุ่นต่อมามากมาย เช่น ชัยอนันต์ ฯลฯ สำนักนี้เป็นแนวร่วมของสำนักนิยายที่หนึ่งและที่สองเพราะเสนอว่าการปฏิวัติ ๒๔๗๕ไม่ตรงกับกระแสความคิดของมวลประชาชนไทยในยุคนั้น
อย่างไรก็ตามมีงานวิจัยหลายชิ้นที่เสนอว่าในหมู่ประชาชนมีกระแสความต้องการที่จะเปลี่ยนแปลงสังคมสูง และมีหลักฐานว่าประชาชนชั้นล่างมีส่วนร่วมในการปฏิวัติพอสมควร ตัวอย่างที่ดีคือ“คณะกรรมกร”ของ ถวัติ ฤทธิเดช ที่สนับสนุนคนงานรถรางและที่มีหนังสือพิมพ์ชื่อ “กรรมกร” คณะกรรมกรถูกก่อตั้งขึ้นในปี ๒๔๖๓ และมีส่วนร่วมในการต่อสู้กับฝ่ายเจ้าในปี ๒๔๗๕ และในปราบกบฏบวรเดชปี ๒๔๗๖

4. รัชกาลที่ ๗ “เป็นบิดาแห่งการปกครองประชาธิปไตยไทย”
กระแสที่เสนอว่ารัชกาลที่ ๗ “เป็นบิดาแห่งการปกครองประชาธิปไตย” เป็นกระแสที่ได้รับการสนับสนุนในแวดวงชนชั้นปกครองไทยในยุคหลังเหตุการณ์รุนแรง ๖ ตุลาคม ๒๕๑๙ ซึ่งจะเห็นได้จากการที่มีการสร้างรูปปั้นรัชกาลที่ ๗ ไว้หน้ารัฐสภาไทยในสมัยนั้น ถ้าเปรียบเทียบกับรูปปั้น Oliver Cromwell ผู้ประหารชีวิตกษัตริย์อังกฤษในการปฏิวัติ ซึ่งตั้งไว้หน้ารัฐสภาอังกฤษ จะเห็นว่ากรณีไทยค่อนข้างจะแปลกประหลาด เพราะเชิดชูผู้ปกครองระบบเก่าที่ต้องถูกล้มไปเพื่อให้มีประชาธิปไตย การล้างจิตสำนึกของประชาชนไทยมีหลายรูปแบบ อีกตัวอย่างคือการไม่ให้ความสำคัญกับอนุสาวรีย์การปฏิวัติ ๒๔๗๕ ที่เป็นหมุดโลหะซึ่งตั้งไว้บนถนนใกล้ๆ พระรูปทรงม้า และอนุสาวรีย์ที่ระลึกถึงชัยชนะของคณะราษฎร์ในการปราบกบฏบวรเดชที่สี่แยกหลักสี่
ในบันทึกของ จิตตะเสน ปัญจะ ผู้เป็นหนึ่งในคณะผู้ก่อการปฏิวัติ มีการเสนอว่า “พระปกเกล้าฯ สั่งประหารชีวิตผู้ก่อการฯ คณะราษฎร์ในวันที่ ๒๔ มิถุนายน ๒๔๗๖ อันเป็นวันครบปี (แห่งการปฏิวัติ)” แต่โชคดีที่แผนไม่สำเร็จ
นอกจากรัชกาลที่ ๗ จะขัดขวางประชาธิปไตยแล้ว ยังขัดขวางความพยายามของ ปรีดี พนมยงศ์ ที่จะสร้างรัฐสวัสดิการและความเป็นธรรมทางสังคม ที่เสนอขึ้นใน “เค้าโครงการเศรษฐกิจ” ปี ๒๔๗๕ อีกด้วย

สรุป
การปฏิวัติ ๒๔๗๕ เป็นเหตุการณ์ที่สำคัญและมีประโยชน์กับฝ่ายประชาชนชั้นล่างเป็นอย่างยิ่ง เพราะเป็นขั้นตอนหนึ่งในการต่อสู้เพื่อประชาธิปไตย มวลชนธรรมดาในยุคนั้นเข้าใจสิ่งนี้ดีจึงมีส่วนร่วมในการปฏิวัติ ๒๔๗๕ แต่ในยุคปัจจุบันชนชั้นปกครองไทยต้องการที่จะลดความสำคัญของเหตุการณ์นี้ลงไป เพื่อให้ความชอบธรรมกับอำมาตย์

Note: Reading this declaration reminds us of how the Royalist Conservatives in Thailand are still using the same old arguments to frustrate the democratic process and how Thailand in 2009 faces similar problems to 1932. There are accusations that the people are “stupid and don’t understand democracy”. There is the problem of double-standards and corruption by the Royalist Elites and there is the economic crisis which is affecting the poor, pointing to the need for a welfare state. Pridi Panomyong, leader of the People’s Party, proposed a plan in 1932 for a welfare state, but it was successfully opposed by an unholy alliance between the Army and the Royalists. The difference, between now and then, is that present-day Thailand does not have an absolute monarchy and the King is weak and lacking in character. The King thus acts as a legitimising shell surrounding the powerful army and other elites, and the lese majeste law stops people voicing their dissent. The Royalists have distorted history. They claim that Bangkok kings “protected the sovereignty of Thailand” against Western Imperialism, but the fact that the People’s Party had to re-negotiate many foreign agreements in order to achieve sovereignty (see principle No 1 below), indicates that the kings only protected their own thrones and their wealth.

The present day Royalists claim that “we are all living on Thai soil by the grace of the King”. But the People’s Party affirms that the country belongs to the people, not the King. Today we need a Republic in order to get rid of the influence of the Army and the moral corruption of the Palace. (Giles Ungpakorn).

To all the people

When this king succeeded his elder brother, people at first hoped that he would govern protectively. But matters have not turned out as they hoped. The king maintains his power above the law as before. He appoints court relatives and toadies without merit or knowledge to important positions, without listening to the voice of the people. He allows officials to use the power of their office dishonestly, taking bribes in government construction and purchasing, and seeking profits from changes in the price of money, which squanders the wealth of the country. He elevates those of royal blood (phuak chao) to have special rights more than the people. He governs without principle. The country’s affairs are left to the mercy of fate, as can be seen from the depression of the economy and the hardships of making a living – something the people know all about already.

The government of the king above the law is unable to find solutions and bring about recovery. This inability is because the government of the king has not governed the country for the people, as other governments have done. The government of the king has treated the people as slaves (some called phrai, some kha) and as animals. It has not considered them as human beings. Therefore, instead of helping the people, rather it farms on the backs of the people. It can be seen that from the taxes that are squeezed from the people, the king carries off many millions for personal use each year. As for the people, they have to sweat blood in order to find just a little money. At the time for paying government tax or personal tax, if they have no money, the government seizes their property or puts them on public works. But those of royal blood are still sleeping and eating happily. There is no country in the world that gives its royalty so much money as this, except the Tsar and the German Kaiser, in nations that have now overthrown their thrones.

The king’s government has governed in ways that are deceiving and not straightforward with the people. For example, it said it would improve livelihood in this way and that, but time has passed, people have waited, and nothing has happened. It has never done anything seriously. Further than that, it has insulted the people – those with the grace to pay taxes for royalty to use – that the people don’t know as much as those of royal blood. But this is not because the people are stupid, but because they lack the education which is reserved for royalty. They have not allowed the people to study fully, because they fear that if the people have education, they will know the evil that they do and may not let them farm on their backs.

You, all of the people, should know that our country belongs to the people – not to the king, as has been deceitfully claimed. It was the ancestors of the people who protected the independence of the country from enemy armies. Those of royal blood just reap where they have not sown and sweep up wealth and property worth many hundred millions. Where did all this money come from? It came from the people because of that method of farming on the backs of the people! The country is experiencing hardships. Farmers and soldiers’ parents have to give up their paddy fields because cultivating them brings no benefit. The government does not help. The government is discharging people in floods. Students who have completed their study and soldiers released from the reserves have no employment. They have to go hungry according to fate. These things are the result of the government of the king above the law. It oppresses the minor government officials. Ordinary soldiers and clerks are discharged from employment, and no pension is given. In truth, government should use the money that has been amassed to manage the country to provide employment. This would be fitting to pay back the people who have been paying taxes to make royalty rich for a long time. But those of royal blood do nothing. They go on sucking blood. Whatever money they have they deposit overseas and prepare to flee while the country decays and people are left to go hungry. All this is certainly evil.

Therefore the people, government officials, soldiers, and citizens who know about these evil actions of the government, have joined together to establish the People’s Party and have seized power from the king’s government. The People’s Party sees that to correct this evil it must establish government by an assembly, so that many minds can debate and contribute, which is better than just one mind.

As for the head of state of the country, the People’s Party has no wish
